Description
NASA/LaRC is hereby soliciting information about potential sources with the capability for research and development in the area of Hybrid Material Forms. This contract shall support research and development in materials and structures technology. The objective of this work is to develop new technology leading to matrix resins with high fire resistance and other properties adequate for use in composite primary structures on future subsonic commercial and general aviation airplanes. The Contractor shall conduct appropriate research to develop new technology leading to cured resins with high fire resistance that provide composites with properties similar to those in Boeing Material Specification 8-276. The fire resistance shall be attained by the incorporation of phosphorus and/or some other element that provides fire resistance within the resin. Additives and halogenated compounds shall not be used to obtain fire resistance. NASA Langley Research Center shall provide 250 grams each of up to 4 different fire retardant compounds such as phosphorus containing diamines and epoxies for evaluation. Other compounds may be proposed. Each promising epoxy formulation shall be characterized by differential scanning calorimetry, rheometry and others tests may be proposed. Cured epoxy moldings shall be characterized for fire resistance, mechanical properties, and other properties may be proposed. The 2 most promising formulations shall be used to prepare unidirectional tape using an intermediate modulus carbon fiber. Flat laminates shall be fabricated and tested by the contractor. The best performing formulation shall be scaled-up to prepare adequate unidirectional tape and fabric prepreg for more comprehensive laminate evaluation. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of six (6) pages or less indicating the ability to perform all aspects of the effort described herein. Responses must also include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or veteran or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of relevant work performed in the past five years, contract numbers, technical description, contract type, dollar value of each procurement; and point of contact - address and phone number. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
