Description
The Agency for Healthcare Research and Quality (formerly the Agency for Health Care Policy and Research) intends to negotiate on a sole source basis with Project HOPE, 7500 Old Georgetown Road, Suite 600, Bethesda, MD 20814. The purpose of this procurement is to communicate information and concepts on evidence-based decision making to a policy audience, and to summarize it so that it is convenient and appropriate for this audience. The estimated period of performance is 15 months. Project Hope publishes Health Affairs, the journal most widely read by policy analysts and policymakers by a wide margin. The print journal reaches nearly 10,000 subscribers for a total print readership of 35,000. All other health policy journals have far lower print circulations in the 2,000-5,000 range. In addition, online readership for Health Affairs in 2003 reached over 2.8 million page views in over 630,000 user sessions. Because of its focus and experience in presenting sophisticated discussion of health policy issues for a non-clinical audience, Health Affairs is the best mechanism for communicating with AHRQ?s intended policy audience. Interested parties should fax a written request to the Contracting Officer at 301-427-1740 no later than 5:00pm on February 10, 2004. All responses will be considered by AHRQ. Telephone requests will not be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
