- Description
- Contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision, and other items and services necessary to print and distribute a weekly Civilian Enterprise (CE) newspaper for the Joint Readiness Training Center (JRT C) and Fort Polk, Louisiana, entitled the ??????GUARDIAN??????. The proposed contract will have a Base Period of 01 May 2004 through 30 Apr 2006 with four (4) one-year option periods for a total of six (6) years. Fort Polk will select the successful offe ror by evaluating the reputation and proven ability of the offeror to provide a newspaper, estimated weekly circulation of 14,000, of which appearance, layout, quality and photographic reproduction meet the current professional standards of the industry. The newspaper??????s editorial pages will be completed and submitted to the Contractor weekly by JRTC and Fort Polk Public Affairs Office personnel. Offerors must provide evidence of responsibility, performance capability, and financial stability, to incl ude ability to follow newspaper guidelines established in Department of Defense Instruction 5120.4, DoD Newspaper and Civilian Enterprise Publications; Army Regulation 210-10, Installation Administration; and AR 360-1, the Army Public Affairs Program. The successful offeror shall provide a state-of-art electronic newspaper publishing system that achieves a quality appearance consistent with current professional standards; demonstrate the offeror??????s capability to receive and transmit data electronically; to meet the publication deadlines of a weekly newspaper; and to demonstrate the proven quality of the offeror??????s full-color photographs and line art reproduced from digitally scanned images. The offeror selected will be responsible for all photograph ic back shop and production work in accordance with the Public Affairs Officer??????s instructions. The revenues the Contractor receives from the sale of advertisements in the ??????GUARDIAN?????? shall constitute full payment to the Contractor. All resp onsible sources may submit a proposal, which will be considered. The NAICS code is 511110 and the size standard 500 employees. The solicitation will be issued on or about 01 March 2004 with a date/time set for receipt of proposals of on or about 01 April 2 004, to be received no later than 4:30 PM CST. Proposals sent via the Postal service should be mailed to the Directorate of Contracting, PO Drawer 3918, Fort Polk, LA, 71459-0918.
