Description
NASA/JSC has a requirement for 700 28 x 28 Mocha Computer Floor Tiles. The access floor system shall consist of 28" square, steel encapsulated, woodcore panels supported by an all-steel, galvanized understructure. Woodcore shall be 1" thick, 45 lbs/cu.ft. high-density particleboard. Bottom pan shall be at least 24 gauge galvanized steel. Top surface of floor panels shall not exceed 150 degrees F within 20 minutes when exposed to an open fire of 1600 degrees F beneath the panel. A standard panel shall be able to support a Concentrated Load of 1000 lbs. placed upon a one-square-inch area with an average deflection not to exceed 0.80: and a Uniform Load of 250lbs./sq.ft. with an average deflection not to exceed 0.45". Permanent set shall not exceed .010 from either loading condition. A standard panel shall have an Ultimate Load Safety Factor of 4:1. Standard panels (without wear surface) shall withstand ROLLING LOADS OF 600 lbs. on a 6" diameter wheel for 10,000 passes and on a 3" diameter wheel for 10 passes without exceeding .010" local deformation and a .020" total beam deformation. Vinyl Composition Tile (VCT) shall be 1/8" thick Color Mocha, Single Piece. NASA/JSC intends to purchase the items from Prestige Interiors, pursuant to Federal Acquisition Regulations (FAR 6.303-2), this justification provides the rationale for contracting by other than full and open competition in accordance with FAR 6.301-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Thursday, February 2, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
