RFP no. 493-04-005 ISSUANCE DATE: January 27, 2004 CLOSING DATE: February 20, 2004, 4:00 p.m. Thailand Time SUBJECT: Solicitation for Personal Services Contractor (PSC); USAID Country Program Manager -- Vietnam To All Interested Applicants: The United States Government, represented by the U.S. Agency for International Development (USAID) is seeking proposals (Standard Form 171's or 612??s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information and delivered to the undersigned in Thailand at the place and by the time specified. Email submissions shall be sent to: pvirasingh@usaid.gov. Applications, which shall include salary history for the prior three years and the names and contact points (telephone/fax numbers) for at least two references with knowledge of the applicant's prior work skills) may be faxed, mailed, emailed, or hand-carried to the undersigned. To ensure delivery by the due date it is recommended that applications be sent in as email attachments or by fax if possible. If an applicant does not have ready access to a Form 171 or 612, the same information may be initially submitted in resume form so long as the items stated earlier in this paragraph are covered. POSITION TITLE: USAID COUNTRY PROGRAM MANAGER ?V VIETNAM 5. MARKET VALUE OF POSITION (Base Pay): GS-15 (approx. $85,140 - $110,682; the US dollar range for GS-15 is subject to change). Salary to be paid within this grade will depend on experience, qualifications, and salary history of the selected candidate. The standard compensation package also includes a contribution for life and health insurance and a contribution to FICA. If the selected candidate qualifies as an off-shore hire under USAID regulations, the employee will additionally receive post differential approved for Vietnam (currently set at the rate 25% of base pay), housing, international travel and shipment benefits. 6. PERIOD OF PERFORMANCE: To start o/a June 1, 2004 for a period of two years, with the possibility of extensions. 7. PLACE OF PERFORMANCE: Hanoi, Vietnam with regular travel within the Vietnam and elsewhere, as required. 8. JOB DESCRIPTION A. Position Title: USAID Country Program Manager -- Vietnam B. Organizational location of the position: U.S. Embassy, Hanoi, Vietnam. C. Position Title of Direct Supervisor: Regional Mission Director, USAID Regional Development Mission, Bangkok, Thailand, or his/her designee. [Note: If a direct-hire USAID Foreign Service Officer (FSO) is assigned to Hanoi during the pendency of the PSC contract discussed here, the PSC Country Program Manager will be supervised by the FSO.] D. BACKGROUND The USAID Country Program Manager will represent USAID in Hanoi and will oversee and monitor all USAID activities in Vietnam. This includes three program objectives: Trade and Investment, Health and Humanitarian Assistance, and Environment. The USAID Vietnam program has grown in from about $5.0 million in 1999 to more than $11.0 million per year today. This program consists of both bilateral and regional activities (activities funded under the regional HIV/AIDS, US-Asia Environmental Partnership, and Accelerating Economic Recovery in Asia programs). USAID expects the Vietnam program to continue increasing over the next two to three years. E. Relationships In order to strengthen the oversight and management of its programs in Vietnam, USAID established an office in September 2000 in Hanoi. This office has been staffed by three US personal services contractors and a nine person local staff. Given the growth of the program, this office is now being expanded to include four US staff and up to eleven local staff. The incumbent will direct the USAID office in Vietnam and serve as USAID??s principal representative in Vietnam. The incumbent will oversee the development and day-to-day operation of USAID??s entire program in Vietnam, and represent USAID in discussions with other donors, with GVN officials, and on the US Embassy country team. The level of representation and responsibilities described in this section and below are clearly at the Mission Director level. Establishing and maintaining close working relations with the U.S. Embassy team, especially with the U. S. Ambassador, the Deputy Chief of Mission, Political Counselor, and Economics Counselor will be of crucial importance. The individual will supervise three US program managers, a senior FSN program assistant, an office manager, and a secretary. The incumbent will report to the Director of the USAID Regional Development Mission (RDM/A) in Bangkok, Thailand, or his/her designee. The Contractor will serve as USAID??s primary contact with high ranking host country counterparts, donors, the international NGO community and the private sector. The Incumbent is responsible for managing the USAID office in Hanoi including supervision of three other USPSCs responsible for the trade and investment, health and humanitarian assistance, and environment programs. He/she will also supervise the USPSC program managers and three of the nine person local staff. F. Responsibilities: As USAID??s Country Program Manager in Vietnam: ?? Represent USAID in meetings with: (1) the US Ambassador and US Embassy country team, (2) senior representatives of the Government of Vietnam regarding USAID??s program, (3) with other international donor organizations, particularly the World Bank, the Asian Development Bank, International Monetary Fund, UNDP, and various bilateral donors such as Japan, DFID, and CIDA. ?? Working closely with the USAID Regional Development Mission/Asia (RDM/A), provide leadership for the development of USAID??s comprehensive country strategy for Vietnam. ?? Working closely with USAID Regional Legal Advisor and US Embassy Administrative Officer, continue the ongoing process of negotiating a bilateral framework on development cooperation between the US Government and the Government of Vietnam. ?? Work closely with staff and counterparts to resolve issues, explain USAID policies, and support excellent relations and smooth implementation of programs. ?? Organize and manage USAID??s operations in Vietnam. Oversee the management of USAID??s office in Hanoi, development and implementation of its overall program strategy, and supervise three USPSC program managers responsible for the trade and investment, health and humanitarian assistance, and environment programs. Monitor and set up appropriate accountability and reporting systems for USAID programs in Vietnam. ?? Represent USAID in discussions with the US Embassy on operational issues related to ICASS, housing, visits by high ranking USG officials, etc. ?? Advise the U.S. Ambassador in Hanoi and other appropriate members of the U.S. Embassy country team on USAID??s program, and represent USAID in discussions regarding the future development of additional assistance efforts in Vietnam by USAID and other USG agencies. ?? Maintain a wide range of professional contacts with counterparts in the private sector, the government of Vietnam, and among other donors and NGO organizations (including foundations and universities) on economic reform issues in Vietnam. Meet regularly with GVN counterparts, and counterparts in other donor organizations to coordinate assistance efforts and strengthen program collaboration. Participate in relevant donor working groups, and seek opportunities leverage other donor assistance in support of USAID objectives. ?? Communicate USAID??s program objectives to the US Embassy, the Government of Vietnam, other donors, etc. Meet with senior officials of the GVN to discuss USAID supported programs and any issues affecting program implementation. ?? Manage USAID participation and contributions to the Annual and Mid-term Consultative Group meetings, including clearances of documents from US Embassy and other USG Agencies in country. ?? Oversee the preparation of all program documents (for example: USAID??s Annual Report, Congressional Presentation, and USAID??s input into the Mission Performance Plan). ?? Identify and advise USAID of opportunities for program adjustments or new activities. ?? Report regularly to the Mission Director of the USAID RDM/A in Bangkok, Thailand, and garner/ schedule the necessary, regular support visits from the RDM/A??s EXO, GSO, FMO, and Program Offices. ?? Ensure that all USAID operational policies and regulations are clearly communicated and adhered to by all USAID-funded resident contractors and grantees. G. QUALIFICATIONS This is a senior level position that requires a combination of high-level technical, analytical, and managerial ability combined with senior-level public diplomacy skills. The following specific qualifications for the position apply: a. Relevant Development Experience (40 points) 1. At least fifteen years of development experience with increasingly responsible project management, project design, project development, and supervisory experience is essential. 2. Excellent experience-based skills and knowledge in trade and investment, and macro and micro-economic policy analysis. 3. Graduate degree in business, economics, or related field highly preferred. 4. A sound understanding of political, economic, and development realities of Vietnam would be a distinct advantage. 5. Knowledge of USAID project development and management policy and procedures as well as procurement and property management principles is an advantage. b. Management Experience (35 points) 1. Extensive management experience successfully supervising an office with complex responsibilities is preferred. 2. An ability to function with minimum supervision in complex and challenging transition environments. 3. Professional level management experience office administration and management, budget management, and staff recruitment and development is also required. c. Communications (25 points) 1. Ability to develop good working relationships with a wide range of individuals, including the US Ambassador and members of the US country team, ministerial-level officials in the Government of Vietnam, the heads of other donor agencies, and leaders of the NGO and corporate community. 2. Ability to lead policy and program negotiations and dialogue with host country officials. 3. Excellent English language communications skills, both written and oral, including public speaking skills (as the incumbent will frequently be called upon to deliver presentations before large and varied audiences) are essential. Vietnamese language skills would be a plus. H. Period of Service Initially, the period of performance will be for a period of two years with the option to extend for an additional two years. The incumbent is expected to begin work in Hanoi on or about June 1, 2004. I. OTHER REQUIREMENTS In addition to qualifications stated above, the incumbent must also be: 1) a U.S. Citizen; 2) Available and willing to commit to the contract performance period of 24 months; 3) Able to obtain US Government medical and security clearances; 4) Available and willing to work outside the regular 40-hour workweek when required or necessary; and 5) Willing to travel to work sites and other offices as/when requested.
