Description
The Department of the Homeland Security has a requirement for the rental of conference facilities and lodging rooms for the afternoon and evening of February 24th & and 7AM to noon on February 25, 2004. The requirement is for conference space for 450 people seated at round tables of 10-12 persons per table, with head table and podium. Facilities will include a registration area with phone, two ?prep? rooms for speakers and presenters, projection screen, up to 6 wireless microphones (4 hand-held, 2 lavalier), necessary connections for use of DHS supplied computer LCD projection equipment to accommodate a laptop and PowerPoint presentations, industry standard afternoon and morning refreshment breaks, evening working meal and a block of up 50 lodging rooms for the night of February 23, and up to 100 lodging rooms for the night of February 24. The hotel agrees to hold the lodging rooms as a block available for attendees to make reservations until 6PM February 20, 2004. Individual travelers are responsible for the payment for overnight accommodations. The hotel/conference facility must be (1) compliant with the Hotel and Motel Fire Safety Act of 1990, 15 U.S.C. 2201 et seq, (Public Law 101-391) and hold a FEMA certification number; and (2) be compliant with the Americans with Disabilities Act, 42 U.S.C. Section 12101 et seq. (ADA). The hotel/conference facility must be located in one of the following jurisdictions: Arlington, Fairfax and Loudon counties, Alexandria, Falls Church, Fairfax cites, VA and Montgomery, Prince George counties, MD. The facility must have ample parking for Government staff. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation HSSCHQ-04-Q-00344 is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 19. This action is unrestricted. The Standard Industrial Code (SIC) code is 7011. The small business size standard is $5 Million. The Government will award a purchase order resulting from this solicitation to the responsible offer or whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered under authority of FAR clause 52.212 2 Evaluation Commercial Items. Evaluation will include the quality and location of facilities as well as past performance. The offeror shall submit a list of 3 similar activities conducted during calendar year 2003 with names and numbers that may be contacted. Quality, location of facilities and past performance, when combined, are of greater importance than cost or price. The Government will perform a site visit of the facility prior to award of the purchase order to evaluate the overall quality of the facility and location. Offers shall comply with the provision at FAR 52.212 1, Instructions to Offers Commercial Items and submit a sufficient description of the items being offered in order to evaluate compliance with the requirements in this solicitation. The clause at FAR 52.212 4, Contract Terms and Conditions Commercial items, applies to this acquisition. Also the clause at 52.212 5, Contract Terms & Conditions required to implement Statutes or Executive Orders Commercial Items, applies to this acquisition, including paragraph B, subparagraphs (6) 52.222 26, (7) 52.222 35, (8) 52.222 36, (9) 52.222 37, and paragraph C, subparagraphs (1) 52.222 41 and (2) 52.222 42.
