- STATEMENT OF WORK FACILITATION SERVICES/RLT 1. GENERAL REQUIREMENTS 1.1 The government has a requirement for designing, implementing, and facilitating executive meetings for the Southwestern Regional Leadership Team (RLT). The RLT expect consultation and involvement in further development and planning implementation of the Regions Five Priorities. The period of performance for this requirement will be for a period of one year with two option years. 1.1a The Southwestern Region has a requirement that the Regional Safety & Health Leadership Team RSHLT) meet on a quarterly basis to develop and implement the Regions strategic Safety Plan and action items. The Southwestern Region requires assistance in designing, implemention and facilitating the RSHLT Meetings. 1.2 The Contractor shall furnish all costs for travel, labor, equipment, materials, supplies and transportation necessary for providing facilitation services in the states of New Mexico and Arizona in accordance with the terms and conditions set forth. 1.3 Travel costs shall be in accordance with Federal Travel Regulations. 2. GENERAL BACKGROUND 2.1 The RLT consists of the Regional Forester, 2 Deputy Regional Foresters (Program Areas: Operations, Resources, State and Private Forestry), 11 Forest Supervisors, 6 Deputy Forest Supervisors (2 being Developmental Forest Supervisors, 15 Staff Directors, 6 Deputy Staff Directors, and 3 Program Coordinators a total of 44 individuals. Many of these members are new. 2.2 The RLT is responsible for resource management direction, budget allocations, prioritizing of work. They work in collaboration for and with other Federal and State Agencies. 2.3 The RLT meets on a quarterly basis. These meetings are scheduled for a year, in advance. Each meeting is approximately 3 days with travel days preceding and following the meeting. The Contractor will be provided the dates at the time they are agreed upon by the RLT. The locations alternate between New Mexico and Arizona. At least 3 of the 4 annual meetings will be away from the Albuquerque/Phoenix metro area. Additional emergency meetings on very specific issues may be scheduled and will be as strategic as possible. Agendas are strategic and pre-planned; and the specific theme/vision of each RLT meeting is followed. 2.4 The RSHLT meets on a quarterly basis. These meetings are scheduled for a Year in advance. Each meeting is 1 day with travel preceding and following the meeting. The Contractor will be provided the dates at the time they are agreed upon by the RSHLT. The location of the meeting will be in various locations in the Region. 2.5 The RSHLT consists of 1 Deputy Regional Forester, the Regional Safety Program Coordinator, 2 Forest Supervisors, 2 District Rangers, Regional and Forest Staff members (LE&I Director, 1 Engineering Staff Member, 2 Fire & Aviation Staff Members,1 Human Resources Staff Member, District Staff as applicable. 2.6 The RSHLT is responsible for developing the Regional Strategic Plan and recommendations for implementing the Regions strategic goal pertaining to safety of employees and implementation of a Behavior Based Safety Program for the Southwestern Region. 3. CONTRACTOR SPECIFIC REQUIREMENTS 3.1 Items outside the agenda will NOT take precedence over the planned agenda items, and pre-work is submitted for distribution in a timely manner. Each meeting will include at least one-half day of routine business. 3.2 The contractor shall design the meetings with the RLT Meeting Design Team (2 designated Forest Supervisors and 2 Staff Directors and 1 Deputy Regional Forester). 3.3 Provide oversight of the meeting notes. 3.4 Meet with RLT Design Team immediately following the meeting for evaluation of the meeting. 3.5 Provide summary report to the Contracting Officer including meeting agenda, notes, evaluation, etc. within 2 working days after conclusion of meeting. 4. GOVERNMENT RESPONSIBILITES 4.1 Typist. 4.2 Flip charts, audio visual equipment, markers, and other materials needed. 4.3 Distribution of handouts (e.g. agendas), meeting notes, and follow up documentation. 4.4 Coordinate scheduling with all RLT and contractor. 4.5 Meeting room facilities. 4.6 All duplication services for meetings SECTION E EVALUATION CRITERIA 52.212-2 EVALUATION ? COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. QUALIFICATION AND EXPERIENCE a. Comprehensive knowledge of the technical and professional requirements of successful meeting facilitation and consensus-based decision-making processes and the demonstrated skills to provide professional services in that area. b. Experience in working with government natural resource-management agencies at Federal, state, county and/or community level and a demonstrated knowledge of natural resource issues. c. Personal knowledge of the Forest Service and its mission and vision; and will understand the cultural values of the Forest Service. Personal knowledge of the Southwestern Region?s Five Goals, Strategic Action Plan and Focused Priority. Personal knowledge of management and leadership styles of Forest Service Executive Teams. d. Technical training and experience in facilitation skills and consultation to leadership teams in developing and implementing strategic plans and developing relationships between leadership team members. 2. PAST PERFORMANCE (Performance of comparable contracts for the past three (3) years.) a. Quality of products and/or services: Demonstrated ability to provide services in accordance with contract requirements. Conformance to good standards or workmanship. b. Listing of Contracts, Contract Numbers, Names, addresses and telephone numbers of points of contacts. c. Customer satisfaction: Satisfaction of end users with the services. NOTE: In the case of an offeror without a record of relevant past or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance. 3. PRICE Historical performance on other contracts Technical and past performance, when combined, are significantly more important than cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
