Description
This announcement constitutes a sources sought synopsis. The following information is provided to assist the Unites States Air Force in conducting market research to identify potential sources to establish a contract for the Guided Missile Test Set (GMTS). The GTMS is Automated Test Equipment (ATE), utilizing test programs written in the Automatic Test Language for All Systems (ATLAS) language, and performs functional tests on Minuteman III Guided Missile Main Assemblage (LGM-30F and LGM-30G), downstage assemblies, and flight control units. The Missile Assembly and Maintenance (MAMS) Facilities uses the GMTS to check out assembled missiles before delivery to launch facilities. The contractor shall provide the GTMS hardware (tester equipment) and software (operating and development system) and bring the GTMS system up to current technology levels that are supportable and more reliable. Authority: 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The Air Force is in the process of preparing a Justification and Approval documentation to gain the required approval to issue a sole source request for proposal to WesTest Engineering Corporation located at 810 Shepard Lane, Farmington, Utah, 84025. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Subject to the Government?s consideration, a viable source, not already qualified to provide the requisite services, should submit a concise and specific response presenting sufficient information to substantiate that they have the necessary knowledge and understanding of the requirements. In addition, any viable sources, not currently qualified, will conduct a demonstration of capability prior to award of contract. The response shall describe the potential offeror?s qualifications in the following areas: (1) ICBM Programs Describe current and past Minuteman programs conducted by the potential offeror and relevance to the services described herein. (2) Describe knowledge of and experience with ATLAS language, and potential offeror?s ability to perform ATLAS functional tests on the Minuteman III Guided Missile Main Assemblage, downstage assemblies, and flight control units.
