Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Offers ar e being requested and a written solicitation will not be issued. Solicitation is issued as a Request for Quotation (RFQ) W91298-04-Q-0018. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiti on Circular 01-19. Solicitation is set aside for small business. North American Classification Code is 511210 and small business size standard is $21 Million. This will be a firm fixed contract. The 101st Airborne Division (Air Assault) has a requi rement to procure the proprietary software to support the Software Configurable All Purpose Test System ( SCATS) manufactured by Ultrax, Inc., 1141 SE Broadway Drive, Lees Summit, MO 64081 Software consist of Stabilator Control Panel Software MFR Number 00 -0919-12, 1 each; Stabilator Amplifier Software MFR Number 00-0919-20, 1 each; BDI Distributor Software, MFR 00-1108-11; BDI Fault Monitor Software, MFR Number 03-1028-02; RH/LH Relay Panels Software, MFR 03-1028-03; The following provision and claus es are applicable to this solicitation/contract: 52.212-1, Instructions to Offerors Commercial Items with addendum to delete paragraph (e) and (h). 52.212-2, Evaluation Commercial Items, applies with paragraph (a) completed as follows: Award will be mad e to the offeror that meets the solicitations minimum criteria Technically acceptability at the lowest cost. Requirement is for Brand name or Equal. Vendors offering an equal item must provide literature to evaluate product. The Government will award a contract to the responsive responsible offeror whose offer is the most advantageous to the Government. All offers shall include a completed copy of the Provision 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. 5 2.212-4, Contract Terms and Conditions Commercial Items. 52.212-5, Contract Terms and Conditions to Implement Statutes and Executive Orders Commercial Items, with exception of clauses at subparagraph (b); (4), (6), (11), (12), (14), (15), (16), (17), & (3 3), and subparagraph (c): (4), and (5), 252.212-7001. All responsible concerns may submit an offer which will be considered by the agency. All proposals to be submitted to Directorate of Contracting, Building 2172, 13 and one half Street, Fort Campbe ll, Kentucky by 10 Feb 2004; 1:00 PM CT.
