- This is a presolicitation/market research notice for the Total Engineering and Integration Services recompete. Services will be for non-Personal engineering related activities in support of all aspects of information and communication systems. Sup port will be required for full life cycle USAISEC project support to include planning, design, development, engineering, implementation, procurement, logistics, evaluation, sustainment and ancillary services intrinsic to engineering tasks at Continental Un ited States (CONUS) and Outside CONUS (OCONUS) locations in support of the U.S. Army Communications-Electronics Command (CECOM) and the U.S. Army Information Systems Engineering Command (USAISEC) and its supported customers. The objective of this acquisit ion is to provide integral support to USAISEC's mission. This acquisition will consist of the following contractual vehicles: Total Engineering and Integration Services DAAB32-00-D-0001 Veridian IT Services (also known as Signal Solutions Inc. a subsidar y under General Dynamics) and DAAB32-00-D-0002 Lockheed Martin Services Incorporated. The acquisition is titled Total Engineering and Integration Services (TEIS). The anticipated period of performance is a 30 day phase-in period and a base period plus fo ur option periods commencing on or about May 1, 2005, for a total of five years. The government intends to have multiple awards (anticipated three to four awards). The government intends on applying the Standard Industrial Classification (SIC) code 4813-T elephone Communications, Except for Radiotelephone, small business size standard 1,500 employees to this acquisition and corresponding NAICS code 513310. Small businesses are encouraged to respond to this synopsis indicating their interest in this procur ement and to determine if a reserve award for small business is achievable. The contract type intended is an indefinite delivery, indefinite quantity contract, time and materials with fixed priced (prenegotiated loaded hourly labor rates) and reimbursable and cost reimbursable contract line items. The contract will include performance based attributes in the form of incentives/penalties. A top secret facility clearance will be required with access to classified information at a level up to and includin g Top Secret and Sensitive Compartmented Information (SCI). This acquisition will be conducted on the CECOM Acquisition Center's Interactive Business Opportunities Page (IBOP) at internet site https://abop.monmouth.army.mil/. The CECOM Acquisition Center, Southwest Operations Office intends on releasing a Draft Performance Work Statement (DPWS) and associated Quality Assurance Surveillance Plan (QASP)o n or about January 30, 2004. The documents will be located on the IBOP under Solicitation W9128Z-04-R-0004. Industry comments regarding the DPWS, QASP, the acquisition strategy, and any other pertinent issues regarding this acquisition are encouraged.
