Description

The Naval Air Systems Command (NAVAIR) Headquarters intends to issue a sole source order against Basic Ordering Agreement (BOA) N00019-00-G-0120 to Northrop Grumman Corporation (NGC) Field Support Services Inc., Pt. Mugu Branch, Port Hueneme, California, for the procurement of a flight test instrumentation package to support the EA-6B Digital Flight Control System (DFCS) program and for the installation of a DFCS on the EA-6B flight test aircraft. The efforts under the BOA order will be for Non-Recurring Engineering (NRE) to design the flight test instrumentation package, flight test instrumentation package kit fabrication, installation of the flight test instrumentation package and DFCS on the EA-6B flight test aircraft, and engineering support. NGC has successfully performed similar design and installation instrumentation efforts for Naval Air Warfare Center Test & Evaluation (NAWC T&E) F-14 aircraft at Pt. Mugu. NGC is the only source capable of procuring the flight test instrumentation package and accomplishing the required installation effort within the Government?s schedule thresholds. NGC is the Original Equipment Manufacturing (OEM) for the EA-6B and has the drawings and experienced personnel required to perform the instrumentation effort.
