Description: The contractor shall furnish all required labor, facilities, equipment, and all material to accomplish repair, test, packing, preservation and packaging and return to the Government in a completely serviceable condition at the unit price(s) established at the time of contract award, the items of Air Force equipment listed below: ITEM 0001 HORIZONTAL SITUATION INDICATOR (REPAIR), NSN 6605-00-560-0303, P/N AQU-4/A, AND/OR 6605-00-992-3096, P/N 104500 ESTIMATED QUANTITIES; BASIC 2 YEAR PERIOD- 400 EACH; OPTION I (2 YEARS) – 400 EACH; OPTION II (2 YEARS) – 400 EACH; ITEM 0002 HORIZONTAL SITUATION INDICATOR (REPAIR) NSN 6605-00-673-3107, P/N AQU-2/A AND OR NSN 6605-00-034-2500, P/N 100524 AND OR NSN 6605-00-797-0134, P/N 522-1785-003; ESTIMATED QUANTITIES BASIC 2 YEAR PERIOD- 1,160 EACH; OPTION I (2 YEARS) – 1,160 EACH; OPTION II (2 YEARS) – 1,160 EACH; ITEM 0003 HORIZONTAL SITUATION INDICATOR (REPAIR), NSN 6605-01-119-0832, P/N AQU-13A/A AND OR NSN 6605-01-018-2184 P/N 75500000-1 AND OR 6605-01-058-0975 P/N 126460; ESTIMATED QUANTITIES BASIC 2 YEAR PERIOD- 240 EACH; OPTION I (2 YEARS) – 240 EACH; OPTION II (2 YEARS) – 240 EACH; . Description and function: The subject indicator takes in navigational signals, attitude signals, and additional data to compute information which directs the pilot’s flight. The flight information is displayed on the Horizontal Situation Indicator (HSI). The HSI is a multi-purpose instrument and an integral part of the Flight Director System. Destination: TO BE DETERMINED Required delivery date(s): ITEM 0001: 16 EACH EVERY 30 DAYS ARO AND REPARABLE EQUIPMENT. ITEM 0002: 48 EACH EVERY 30 DAYS ARO AND REPARABLE EQUIPMENT. ITEM 0003: 16 EACH EVERY 30 DAYS ARO AND REPARABLE EQUIPMENT. Qualification Requirements: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. These qualification requirements apply to line item 0001, 0002, AND 0003. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed above. Approximate Issue/Response Date: 10 DEC 2003/9 JAN 2004 Anticipated Award Date: 10 FEB 2004 Written procedure will be used for this solicitation. Note: Faxed solicitation requests can be submitted to the buyer, ANDREW G LUCAS, Tinker AFB, OK, (405) 739-4417. No telephone requests. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firms listed. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. NOTES: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
