- The Department of Homeland Security, Bureau of Customs and Border Protection, U.S. Border Patrol Air and Marine Operations Center, El Paso, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation EFO-4-Q-0008 is being issued as an Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-19. The solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the firm?s DUNS number. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The North American Industry Classification System code is 336411. The small business size standard is 1000 employees. A fixed-price contract award will be made. CLIN 00010 Inspection and Overhaul of Starter Generator sets for MD500 series helicopters Part Number 369D28550, Total time 1200 hours: 5 each $___________ each. Overhaul must have a 1,200-hour TBO. Any work outside of this normal overhaul, if required, will be awarded to the Awardee under a separate order. Delivery shall be within 60 days after award of the contract. Quoter must be an FAA Part 145 Repair Station with experience in working with 369/500 helicopter components. Delivery is to be FOB destination to DHS/BCBP U.S. Border Patrol Air and Marine Operations Center, 9C Butterfield Trail, El Paso, TX 79906. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial, applies to this acquisition and the following Addenda adds the provisions at FAR 52.214-34 (Submission of Offers in the English Language) and 52.214-35 (Submission of Offers in US Currency). FAR 52.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the technically acceptable, lowest priced quote from a responsible Quoter as defined in FAR Part 9, and who also has a satisfactory record of past performance as defined in FAR Subpart 42.15.
