Description
The following Indefinite Delivery Type Contract (IDTC) is anticipated: Jacket, Aircrew, Cold Weather, With Removable Liner and Hood (ACWCS). The Quantities will be as follows: Jacket: 5,000 Ea (Minimum); 25,000 Ea (Maximum)- Liner: 5,000 Ea (Minimum); 25,000 Ea (Maximum)- Hood: 2,000 Ea (Minimum); 9,000 Ea (Maximum). Two (2) one year term options will be included with a minimum qty of 5,000 Ea and a maximum quantity of 25,000 Ea for both the Jacket and Liner, with a minimum qty of 2,000 Ea and a maximum qty of 9,000 Ea for the Hood. This procurement will be issued as an UNRESTRICTED Acquisition. The Jacket, Aircrew, Cold Weather, with Removable Liner and Hood (ACWCS) will be procured FOB Destination, to the Defense Depot New Cumberland, Pa and the Defense Depot San Joaquin, Ca. Applicable specification for the Jacket, Aircrew, Cold Weather, with Removable Liner and Hood is MIL-DTL-31010, dated 22 May 1995 with Pattern Date of 23 Feb 2000. Copies of the specification can be found at http://assist.daps.dla.mil. The PGC Code is 02259 for the Jacket; 02260 for the Liner and 21214 for the Hood. The NSN(s) are: 8415-01-394-3513(s); 8415-01-394-3816(s); and 8415-01-394-5401(s). Production Lead Time is 180 days after Date of Award with three (3) deliveries. Best Value/Tradeoff Source Selection Procedures will be utilized. Offerors are to submit their Technical Proposals with the following Technical factors in descending order of importance: 1) Product Demonstration Model, 2) Experience/Past Performance, 3) Industrial Mobilization/Surge Capacity, 4) Socioeconomic Considerations, 5) DLA Mentoring Business Agreements, and 6) Javits-Wagner-O'Day Act Entity. The Solicitation will be issued on or before March 15, 2004. Availability of Solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Important Note on Foreign Content: The Defense Appropriations and Authorization acts and other statutes (including what is commonly referred to as the Berry Amendment impose restrictions on the DOD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
