Description
OR PFH 126-1(3), BURNS-IZEE ROAD, Malheur National Forest, Harney County, Oregon. THIS SOLICITATION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation MUST indicate their intentions by email to contracts@wfl.fha.dot.gov or by FAX to 360-619-7932 for receipt by COB on February 6, 2004. Your submission must include the following: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) your date of HUBZone mall business certification; (c) a statement of your bonding capability, including both single and aggregate totals; and (d) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity. This agency will NOT contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. Failure to submit complete information will eliminate a contractor from consideration as an interested bidder for this solicitation. A decision on whether this project will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. THE WORK CONSISTS of grading, drainage, base, paving, and replacement bridge. The bridge is a 30 meter, single-span bulb tee girder structure over Emigrant Creek that will require the construction of a detour road with a temporary bridge. The temporary bridge shall be provided by the contractor. THE PROJECT INCLUDES: construction survey & staking; contractor sampling and testing; construction schedules; removal of 1 bridge; construct and maintain detour; 4780 m silt fence; 1900 m earth berms; 1200 mm temp culvert; 127 each check dams; 4850 each sand bags; 133 m fiber log; 563 m2 plastic lining; 4800 m3 watering for dust control; 4.30 ha clearing and grubbing; 18,000 m3 excavation & embankment; 2500 m3 earthwork geotextiles; 48 m3 structure excavation; 700 m2 roadway obliteration; 2100 m3 riprap; 60,000 m2 recycled aggregate course; 14,000 t open-graded emulsified asphalt pavement; 66 t asphalt prime coat; 960 t blotter; 67.4 m steel H piles (HP 310 x 110); 43.7 m3 structural concrete; 5 each precast, prestressed concrete, deck bulb tee girder 29.6; 3848 kg reinforcing steel ? epoxy coated; 219.6 m2 membrane waterproofing; 55.14 m steel bridge railing; culverts as follows: 300 mm ? 78 m, 450 mm ? 32 m, 600 mm ? 20 m, 1200 mm ? 34 m , 1800 mm ? 20 m, 2600x1820 arch ? 20, 3240x2120 arch ? 20; 100 m guardrail; 170 m remove & reset fence; remove & reinstall 2 cattleguards; 41,358 m2 topsoil; 41,000 m2 seeding; 41,000 m2 mulching; 10,540 m2 erosion control mat; permanent traffic control devices: 17 each remove/reset 19 m2 signs, 90 each delineators; 25,000 m permanent pavement markings; temporary traffic control devices: 50 m2 signs, 100 barricades, 50 cones, 10 drums; 3000 flagger hours; 500 pilot car hours; and other smaller items of work. PROJECT IS LOCATED approximately 34 kilometers NW of Burns, Oregon. Work shall be completed by October 1, 2005. ESTIMATED PRICE RANGE is between $1,000,000.00 to $5,000,000.00. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) offers working capital financing and bonding assistance for transportation related contracts. The DOT Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT?s Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
