Description
The Government is seeking professional study and design services from an Architect-Engineering firm to develop working drawings and specifications to use for construction of ?National Center for Rehabilitative Auditory Research, Phase 4?. The project will be approximately a 10,000 GSF building, situated at the Portland VA Medical Center, Portland, Oregon. The work includes architectural, structural, electrical, HVAC, mechanical, etc., including Construction period services. Design will include compliance with all applicable building codes and VA design standards. All construction drawings shall be provided on Auto CAD 2002 and specifications in Microsoft Word 2000. The Naics Code is 541310 with the small business size standard of $4M. This is a 100% total small business set-aside. Construction cost estimate is between $1,000,000 and $5,000,000. Award will be made to the A/E firm judged by the VA to be the best qualified for the work. The following additional factors also apply: 1.Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of the same/similar size, nature and cost; 2. Reputation and standing of firm and principal officials with respect to professional performance, general management and cooperativeness; 3. Record of significant claims against client because of improper or incomplete architectural and engineering services; 4. Past performance, capability of meeting schedules and mobilizing. Area of consideration is limited to a 50-mile radius from the Portland VA Medical Center, Portland, OR 97239. A short list of qualified firms submitting SF 254 and 255 will be used to determine award. All interested, responsible, and qualified business firms within the geographical limitation desiring consideration shall submit three (3) copies of the SF 254 and SF255 and other pertinent information to arrive no later than 2:00 p.m., February 26, 2004 with cover letter of interest identifying RFP 648-28-04 directly to Vickie Veeder (P4CONT), PO BOX 1034, Portland, OR 97207-1034.
