Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, as supplemented wi th additional information included in this notice. This announcement constitutes the only solicitation. Request for Proposals (RFP) are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-19 dated 7 Jan 2004 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, current to DCN 20040113. It is anticipated that payment will be made by Government Visa Credit Card. This acquisition is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) is 327390 with a size standard of 500 employees. All prospective offerors must be actively registered in the Central Contracto r Registration. Offerors may register online at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. The proposal shall consist of one Contract Line Item Number (CLIN 0001), Quantity 1, Unit of Issue: Each, Description: PRECAST CONCRETE ELECTRONIC EQUIPMEN T SHELTER 48 FEET WIDE X TWENTY FOUR FEET LENGTH X 10 FEET HEIGHT, WITH THE FOLLOWING SPECIFICATIONS: SECTION C, ELECTRONIC EQUIPMENT SHELTER SPECIFICATIONS: C.1. GENERAL: U.S. Army Yuma Proving Ground (USAYPG) is located approximately 25 miles north of Y uma, AZ along U.S. Highway 95 and Martinez Lake Road. C.2. SCOPE: The contractor shall engineer, fabricate, furnish and deliver on site, a completed, fully operational, turnkey equipment shelter with preinstalled electrical and mechanical equipment. The contractor shall provide all necessary personnel, supervision, tools, equipment, transportation, material and hardware for the fabrication and installation of the shelter. The shelter shall meet or exceed all the following specifications and provide a sa fe environment to house delicate electronic equipment. C.3. COMMERCIAL POWER: Commercial power is available and may be used for the shelter installation. It will be the responsibility of the Government to connect the commercial power to the main disconne ct of the shelter. The contractor shall provide a main disconnect with an electrical kWh reading socket with a digital meter, sized to the power requirement for the shelter. C.4. PARTS LIST: Contractor shall provide a listing of all parts and prices for the shelter and preinstalled equipment. C.5. PRINTS: Contractor shall provide blueprints, specifications and descriptions of work for shelter, preinstalled electrical and mechanical equipment for approval prior to fabrication. All design and analysis c alculations shall be signed and stamped by a certified engineer and shall conform to the most stringent standards applicable to said fabrication. C.6. SCHEDULE: Delivery shall be coordinated with the Technical Representative (Tech Rep). Advance notifica tion of delivery is required of the contractor. Contractor is responsible for transporting shelter to final destination. Contractor drivers should be experienced in hauling heavy concrete shelters and or heavy equipment to remote sites. Contractor shall provide a crane and crane operator for off loading the shelter and equipment at the final shelter destination. The contractor must also provide off loading supervision and rigging (spreader bar, straps, etc.). C.7-HANDLING: Delivery and inventory of al l materials and equipment shall be the responsibility of the contractor. Replacement of damaged or missing item(s) shall be with the same part number upon approval of the Contracting Officer. C.8. INSTALLATION: Contractor shall coordinate installation with the Tech Rep. Contractor is informed of the possibility of down time due to testing being conducted on the ranges at YPG. There may be no advance notific ation and may last as long as 14 days. If the Government delays the installation, the Contracting Officer will adjust Contractors completion date accordingly. C.9. CLEAN UP: Contractor shall be responsible for the removal of all debris, excess hardware, materials and trash related to the delivery and setup of the shelter. Shelter site will be inspected by the Tech Rep and must pass his or her inspection. Installation is not complete until shelter and job site passes final inspection. No payment will b e made until the contractor passes final inspection. Non-hazardous materials may be placed in the YPG dump. Contractor shall be responsible for the on site dumpster if any is used. C.10. GENERAL CONSTRUCTION SPECIFICATIONS: C.10.1. FLOOR STRUCTURE: The f loor shall be designed to support a live load of 300 pounds per square foot minimum. A sub floor of 3/4-inch, minimum, wafer board or plywood shall be secured to the concrete. 1/8 inch vinyl tile with a baseboard shall be installed over the sub floor. T he sub-floor and vinyl tile shall be level. Exterior joints/seams shall be guaranteed weather, insect and rodent proof. C.10.2. WALLS STRUCTURE: The walls shall be designed to support a load of 300 pounds per square foot minimum. A minimum of 3/4 inch s hall be attached to the concrete to allow securing of equipment. The plywood shall be covered with 1/2 inch fire code sheetrock or some other fire rated material. These materials shall be completely finished. Exterior walls shall be finished in aggregate or architectural ribbing. Exterior joints/seams shall be guaranteed weather, insect and rodent proof. All interior walls and seams shall be completely finished. C.10.3. ROOF: The roof shall be designed to support a live load of 300 pounds per square f oot minimum. The roof shall be slopped to allow proper drainage. Ceiling shall have 3/4 inch plywood covering the concrete. The plywood shall be covered with 1/2 inch fire-code sheetrock or some other fire rated material. These materials shall be comple tely finished. All exterior joints and/or seams shall be guaranteed weather, insect and rodent proof. All interior seams shall be completely finished. The roof shall be completely weather proof. C.10.4. DOOR: The single steel door shall be 3-feet in wid th and 7-feet in height minimum. The double steel door shall be 6-feet in width and 7-feet in height minimum. The door shall be painted to match the exterior trim of the shelter, with high quality paint. A deadbolt lock and doorknob lock shall be instal led. All locks on the shelter shall be keyed the same. Doorframes shall be cast into the concrete wall to prevent water leaking into the shelter. A drip lip cap shall be installed above each door. All joints/seams shall be guaranteed weather, insect an d rodent proof. There shall be an outside light over each door with a day/night sensor. FOUNDATION DESIGN: If a foundation and/or footing are required it shall be designed by the contractor, and must comply with zone 4 earthquake ordinances. YPG shall install foundation and/or footing per contractors design specifications. C.10.6. WIRING: All wiring shall be mounted in conduit and wire ways in full compliance of ANSI/NFPA -70, the National Electrical Code, current revision. C.10.7. WEATHER RESISTANCE: The shelter shall be completely weather, insect and rodent proof. All joints and/or seams (wall-to-ceiling, wall-to-wall, and wall-to-floor) shall be double sealed. The she lter shall be designed to withstand winds in excess of 125 miles per hour and must comply with zone 4 earthquake ordinances. Any appreciable impairment of structural adequacy shall be cause for rejection. C.11. SHELTER SIZE: C.11.1. SIZE: Shelter is a one-room design. The outside dimensions of the shelter are: forty-eight feet wide, twenty-four feet in length and ten feet in height. C.11.2. DOORS: See dra wing at www.yuma.army.mil/contracting/rfp.html (same drawing as referred to in paragraph C.10.4) for door locations. All joints/seams shall be weather, insect and rodent proof. C.11.3. PREINSTALLED ELECTRICAL AND MECHANICAL SYSTEMS: a. One 200 Amp. Main disconnect with electrical kWh reading socket with a digital meter attached to the outside wall of the shelter. b. One, 100 Amp. 120/208 Vac, three phase, 60Hz. 20 spaces with main breaker, snap-in utility power distribution panel in surface mounted enc losure with circuit breakers installed. c. One, 100 Amp. 120/208 VAC, single phase, 60Hz 20 space with main breaker, snap-in utility power distribution panel in surface mounted enclosure with circuit breakers installed. This panel will be connected by YP G to all critical equipment. d. Smoke detectors shall be installed in accordance with National Fire Safety Codes for this size of shelter. e. ABC fire extinguishers shall be installed in accordance with National Fire safety codes for this size of shelt er. f. Lightning arrestors shall be installed in accordance with OSHA Safety codes for this size of shelter. g. Two outside vertical wall mounted energy efficient air conditioning units with heater (MARVAIR COMPAC II or EQUAL). These air conditioning units shall be capable of keeping the inside temperature at 78 degrees while the outside temperature is 125 degrees at 35% humidity. No window or roof mounted units. There shall be a lead/lag controller attached to the air conditioning units. All joints/ seams shall be weather, insects and rodent proof. h. A weatherproof outside light over entrance door with day/night sensor. i. 48-inch fluorescent lights with reduced wattage, high efficient lamps, quantity of lights shall be installed in accordance to size of shelter. j. GFI duplex, 20 Amp. Receptacles installed in accordance with the size of shelter. No more than two receptacles shall be on the same circuit breaker. k. 10 inch x 12 inch cable entry with cover cast in concrete floor (2 each). l. Grounding of the shelter shall meet OSHA and NEC standards. m. Standard commercial operation and maintenance manuals for shelter and equipment. C.12. FIRE SAFETY CODES: Contractor shall follow the fire protection policy as stated in NFPA 101 Life Safety Code. All proposals shall be clearly marked with RFP number W9124R-04-R-0009 and emailed to Michael.McDaniel@yuma.army.mil or sent by facsimile to 928-328-6849 no later than 3:00 PM MST, 10 February 2004. The Government intends to award a contract to the responsible offeror whose offer conforming to the proposal will be the most advantageous to the Government based on price, technical capability to include product literature, warranty, and offerors ability to meet the requirements in Section C of this soli citation, and past performance. Offers that fail to furnish required representations or technical information and past performance as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from c onsideration.
