Description
The U.S. Army Research, and Development and Engineering Command, Aviation Applied Technology Directorate intends to negotiate on a sole source basis with The Boeing Company to obtain engineering analysis and test support for the Government??????s in- house detailed development of an IR suppressor for the AH-64D Apache helicopter. The Army is conducting an in-house design, fabrication and testing program to develop a reactive engine exhaust infrared (IR) signature control system that will be demonstrate d on an AH-64 Apache helicopter. This adaptive IR suppressor system will provide improved susceptibility reduction of the helicopter in combat situations while maximizing engine performance characteristics during routine operations. It has been determined that airframe support of this project is necessary to ensure the suppressor design will be compatible with AH-64D Apache. Boeing is the only known source to possess the unique qualifications for fulfilling the proposed contract requirement based on their sole access to engine technical design data and specifications of the AH-64D Apache. Boeing is the prime manufacturer of the Apache and is uniquely qualified to provide analysis of suppressor integration issues and aerodynamic assessment of impact to the h elicopter as a function of suppressor design. As such, Boeing has the superior knowledge and extensive experience in the development of the AH-64D Apache helicopter to successfully fulfill the proposed contract requirements. This notice is not a request for competitive proposals; however, responses received from all interested U.S. firms only will be reviewed by the Government and given due consideration as required by law. A solicitation will not be issued. Alpha contracting procedures will be used to negotiate a non-competitive contract with Boeing. A cost-plus fixed fee contract, with a sixteen (16) month period of performance, is contemplated for this acquisition. Negotiation being conducted using other than full and open competition procedures pursu ant to authority of 10 U.S.C. 2304c(1). The applicable North American Industrial classification System (NIACS) code is 541710. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Contract Performance will require access to/generation of SECRET information and therefore successful offeror will require a SECRET facility clearance and storage capability. The Government does not intend to acquire a commercial item using FAR Part 12; see note 22 and 26.
