Description
The applicable North American Industry Classification System (NAICS) is 335312 and the size standard is less than 1,000 employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FEDERAL ACQUISITION REGULATION (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. Request for Proposal (RFP) number 04SP101562; Proposals are due February 20, 2004, 4:30 PM, MST. This acquisition is NOT SET ASIDE. These services and products will be purchased in accordance with FAR Part 13, Subpart 13.5?Test Program for Certain Commercial Items - Simplified Acquisition Procedures apply. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. This notice and the entire solicitation will be available online at our regional site at (www.pn.usbr.gov/contracts/service) on or about January 28, 2004. Offerors are strongly encouraged to register on the regional site to be included on the offeror list in order to receive convenient notification of amendments, and to contact you, if needed. Drawings and pictures which accompany the combined synopsis/solicitation will also be available on our website. With your proposal include complete mailing address, street address if different from mailing address, phone number, fax number, and email address. The Bureau of Reclamation (BOR), Pacific Northwest Regional Office, has a requirement for the Green Springs Power Plant Rotor Refurbishing, Ashland, Oregon. The generator is a critical component of the overall irrigation system for this area of Oregon. Water deliveries must be maintained. The downtime for this unit must be as short as possible; therefore, the Contractor shall remove the pole bodies from the rotor, refurbish and factory test the field windings, return them to the power plant, connect the pole bodies to the rotor rim, and field test the assembled field windings by April 23, 2004, or earlier. The Price Schedule is included in the Solicitation (#04SP101562) on our website as cited above. Work Statement (Scope of Work) - The Contractor shall (a) remove field poles including the field windings from the rotor rim, (b) package and ship field poles and windings between Green Springs Power Plant and the Contractor's repair facility, (c) examine the field winding and report any findings that may cause low insulation resistance, (d) remove the existing insulation from the field coils, clean and prepare the pole bodies to accept the refurbished field coils, clean and inspect the copper turns, apply new turn and ground insulation to the field coils and pole bodies, re-install field windings on pole bodies, (e) factory test the refurbished field coils, (f) install the refurbished pole assemblies on the rotor rim and complete all connections, (g) test the complete field winding in accordance with these requirements and applicable industry standards. Delivery-The Government will have the rotor removed and on the rotor pedestal by the end of March 24, 2004, and the Contractor may take possession of the rotor at 8:00 a.m. on March 25, 2004. The Contractor shall have all contract work completed by the end of April 23, 2004 for rotor placement in the generator by the Government. Type and Rating - The generator is an outdoor, conventional type. It is a vertical-shaft, synchronous machine manufactured by Oerlikon, serial number 931032, type SGV 450-240.12. Nameplate ratings will be available in the Solicitation on our website (cited above). Operating History - Green Springs Power Plant is located in southern Oregon near the city of Ashland. The generator has been in service since 1960 (the generator armature was rewound in 1993 and the field winding re-insulated in 1998). Work and Materials furnished by the Government - The Government will perform all work associated with removing and installing the rotor. The Government will provide a crane and operator to load and unload individual pole pieces. The crane is not to be used to pull wedges out of the rotor. The crane can be used to hold the pole pieces as the wedges are removed, and to remove the poles once they are free. Work and Materials furnished by the Contractor - The Contractor shall perform all work required to remove the field pole assemblies from the rotor rim, and prepare and package the field poles for shipment. The Contractor shall be responsible for shipping the pole assemblies to and from the repair facilities. The Contractor shall furnish all labor, materials, and equipment necessary to remove, package individual poles, ship, insulate, install, factory test, field test, and paint the field coils. The Contractor shall provide adequate housing to remove or re-install poles during inclement weather. The Contractor shall provide adequate protection of the rotor overnight and during the period the poles are off the rotor. Photo #5 and Photo #6 (photos and drawings are available on our website) show the tools used in 1998 to remove the wedges that hold the pole pieces to the rotor rim. A 30-ton ram was used because it was the smallest ram size accommodating the 3/8-inch all-thread rod. The block shown was used to support the ram. The wedges are below the rotor surface, and the metal block had to fit the flat surface around the wedge because of the limited space. Wedge dimensions are shown on Drawing 415M-D-3-77; they fit into a machined slot in the pole pieces. Each pole has four wedges, two in the top and two in the bottom. There is insufficient room to weld pieces of metal to the wedges for pulling as is the general practice for larger units; instead there are 3/8-inch threaded holes part way down the center of the wedges. The Government purchased high strength threaded rods but breakage was not uncommon while attempting wedge removal. The poles were supported by the crane as the wedges were removed. Before removing the coils from the pole bodies and at the factory, the Contractor shall examine the overall condition of the field coils/winding. The Contractor shall remove the rotor fan, brake ring, and any other parts in order to remove the rotor poles and then re-install as part of re-installing the rotor poles. The Contractor shall remove the field coils and all insulating material from the pole bodies. All insulation shall be removed from the field coils. New epoxy winding insulation, Class F, per ANSI Standard C50.10 shall be installed. All insulating materials, sleeves, collars, braces, blocking, and spacers shall be replaced and shall be Class F. Prior to the installation of the refurbished field coils on the pole bodies, the Contractor shall clean, inspect, and repair the pole bodies. All amortisseur winding connections shall be inspected and cleaned. The Contractor shall replace all wedges damaged during removal or re-installation of the field poles. The Contractor shall install the refurbished field coils on the pole bodies. Insulating collars shall be adequately supported at all points, shall compensate for any shrinkage in the insulation system, and shall maintain adequate pressure on the field coils to prevent movement. The Contractor shall connect the existing field leads to the assembled field winding. Inter-pole connector re-design or new flexible connectors must be approved by the Government. The coil/pole assembly shall be capable of withstanding all mechanical stresses imposed by the maximum runaway speed of the unit. The Contractor shall clean and touch up the rotor poles after re-insulation. The Contractor shall provide a list of recommended cleaning solutions and methods for cleaning the field windings. All insulation materials removed from the field poles and coils shall become the property of the Contractor, and shall be disposed of in accordance with applicable regulations. Testing-Prior to shipping of any poles back from the factory, the Contractor shall submit factory test results for Government approval. To facilitate approximate static balancing after reassembly by the Government, the Contractor shall document the weight of each pole assembly immediately after removal from the rotor, the weight of each bare pole piece after removal of the windings in the factory, and the weight of each complete pole assembly before shipment to the installation site. All testing shall conform to the following standards: IEEE 43? (2000), and IEEE 115? (1995) and ANSI C50.10? (1997). The Contractor shall submit formal test reports (within 30 days after final testing) showing the results of both the factory and final field testing, including insulation resistance, winding resistance, inter-pole connection resistance, pole drop, and polarity tests performed on the field windings, and shall state the values of test voltages used. Field windings failing any of the above tests shall be reworked and retested. Copies of all test data, reports, measurements and drawings (including any new field winding diagrams) shall be provided to the Government. Factory testing: Testing of the refurbished field windings shall include an insulation resistance test, AC hi-pot test, and polarity test on each coil. The tests will demonstrate the effect of the new winding insulation. The refurbished field windings shall meet the minimum insulation resistance requirements of IEEE 43?. The Contractor shall notify the Government 72 hours in advance to observe factory testing. Field testing: Testing of the field windings shall include insulation resistance and pole drop tests. All new materials shall be designed to operate under all normal machine conditions and speeds up to the runaway speed. The refurbished field windings shall meet the minimum insulation resistance requirements of IEEE 43?. Pole drop tests shall not deviate more than plus or minus 5% from the average. Winding resistance and inter-pole connection resistance shall be measured with a micro-ohm meter. Drawings-(are available on our website). The manufacturer's drawings will be available for the contractor to use during this work. The Contractor shall confirm all pertinent dimensions shown on the drawings. Reclamation assumes no responsibility for the actual dimensions of the equipment to be re-insulated. Hazardous Materials-The insulation of the existing field windings is not expected to contain asbestos. It shall be the Contractor's responsibility to test for the presence of asbestos or other hazardous materials associated with this type of insulation refurbishment. If asbestos is found, the Government shall be notified for consideration of an adjustment in the contract. The Contractor shall follow all Federal, State, and local safety regulations for removal, transportation, and disposal of materials containing asbestos, including monitoring the work area. Warranty-The Contractor shall provide a one year warranty on the refurbished field windings and pole assemblies, covering, but not limited to, cracking of insulation, and coil movement. Any new materials including pole collars and coil-to-coil connections and all workmanship shall be covered under the warranty. Security-While at the job site, all Contractor personnel shall prominently wear a company identification badge clearly identifying the employee and the Contractor. Such identification shall be worn at all times the Contractor's personnel are on the Government project site. Where access is designated through gates or doors which are normally locked, the gates or doors shall be kept locked. Contractor personnel shall not be permitted to enter established or designated restricted areas unless authorized by the Contracting Officer's Representative (COR). Such entry shall be accordance with, and subject to, the security regulations established for the area. The Contractor shall ensure that its personnel do not enter these areas unless authorized as set forth above. Site Visit-No formal site visit has been scheduled. Work Performance Hours-All daily work performed at the Green Springs Power Plant may be performed 24 hours a day, 7 days a week. Central Contractor Registration (CCR) - CCR is the primary vendor database for the Federal Government. The CCR collects, validates, stores and disseminates data in support of agency missions. Both current and potential government vendors are required to register in CCR in order to be awarded contracts by the Federal Government. Vendors are required to complete a one-time registration to provide basic information relevant to procurement and financial transactions. Vendors must update or renew their registration annually to maintain an active status. Please see FAR clause 52.232-33, which is included in clause 52.212.5 (see below). The following FAR provisions and contract clauses are incorporated by reference: 52.212-1 Instructions to Offerors?Commercial Items (Oct 2003); 52.212-2 Evaluation?Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In accordance with FAR Provision 52.212-2, award will be based on the best value to the Government. The following factors shall be used to evaluate offers: Factor (1)-Manufacturing experience and past performance - The offeror's previous experience, proven manufacturing quality, and capability will be evaluated on equipment manufactured for installations within the United States which comply with United States standards including ANSI, NEMA, IEEE, and ASTM. Offerors who regularly meet delivery and installation schedules will be evaluated more favorably. Factor (2)-Schedule - Offerors completing the work prior to April 23, 2004, will be evaluated more favorably. Factor (3)-Risk - In addition to the factors above, the offeror's overall technical proposal will be evaluated to make a subjective determination of the degree of risk to the Government in selecting its firm for award. In evaluating "Risk", Reclamation will take into consideration elements such as, but not limited to: the offeror's overall credibility when their proposal is viewed as a whole; and the likelihood of the proposed manufacturing facilities being able to successfully produce equipment that will meet Reclamation's needs, based on our past experience with similar requirements. Offeror's demonstrating quality workmanship and successful on-time past performance of similar requirements will be evaluated more favorable than those lacking these attributes. NOTE: Negative inferences may be drawn by an offeror's failure to provide candid and/or complete responses. Technical Proposal Contents: (1) Technical approach proposed to accomplish the work statement - Include detailed explanations of proposed approaches and re-insulation procedures including testing to perform and accomplish the work. Include a proposed project plan that lists each task with start and completion dates in order to complete the work. (2) Offeror Experience and Past Performance - Provide a list of projects similar in scope and magnitude to the work required under this solicitation which the offeror has completed during the last 5 years. Include the name of the project, description of work, date, name and address of customer, contract amount, and any problems encountered. Include names and telephone numbers of references who may be contacted by the Government. (3) Proposed Manufacturing Facilities - Provide information on the specific manufacturing facilities your firm will use to manufacture/re-habilitate the equipment to be delivered under the contract. Pricing Factors: The offeror's CLIN prices and total price will be evaluated pursuant to FAR 15.404 using the price analysis techniques described in that section of the FAR. In accordance with FAR 15.304, Technical Factors 1, 2, and 3 are roughly equivalent to each other and, when combined, are more important than Price.
