Description
REQUEST FOR INFORMATION: The Naval Air Systems Command (NAVAIR) has a requirement to eliminate lethal unexploded ordnance (UXO) in BLU-97 submunitions dispensed from the Joint Standoff Weapon (JSOW). This is a follow-on announcement to Reference Number-N00019-04-P1-AZ001, dated 17 July 2003. NAVAIR desires to do an ECP to the BLU-97 submunition. Additionally, this effort will involve the manufacture, assembly, test, and integration of the entire JSOW BLU-97 payload assembly into the JSOW Air Vehicle in accordance with a Government provided Technical Data Package (TDP). The Government plans to furnish BLU-97 piece parts in ?as is? condition from its inventory at the Kansas Army Ammunition Plant. The JSOW Air Vehicle will be provided as GFE for integration of the payload. It is anticipated that a full and open competition will be conducted using Best Value Source Selection procedures. The anticipated contract will consist of a Firm Fixed Price (FFP) ECP Non-Recurring Engineering period with three FFP Options for JSOW Payload production. JSOW Production is expected to continue through FY07 at a rate of 216 JSOW-A BLU-97 payloads per year. NAVAIR plans to release a draft Request For Proposal (RFP) on or about 20 February 2004 to request information and suggestions from qualified firms interested in bidding on this procurement.
