Description
The U.S. Treasury Department provides technical assistance and policy advice to senior government and central bank officials and market participants in nearly 30 countries. We are recruiting candidates for an Iraq External Debt Reconciliation Coordinator to serve a minimum six-month assignment in Iraq. Position is available immediately. We seek an individual with the following professional experience and qualifications: ? Operations Manager at a bank active in international syndicated lending ? Experience in agent operations for international loan syndicates ? Strong accounting and managerial skills ? Demonstrated ability to work effectively in a multi-cultural environment ? Willingness to relocate to Baghdad, Iraq for approximately six months. The terms of reference for this assignment will include, but not be limited to, the following: ? Coordinate operations of an accounting or financial services firm to be engaged by the Coalition Provisional Authority (CPA) to: o Create an accurate and complete electronic debt ledger; o Reconcile Iraq?s debt with its creditors; o Train Iraqi staff in technical aspects of using the electronic debt ledger o Advise on the organizational requirements for a permanent debt management office; and o Create standard reports for use in debt reduction operations. ? Interface among the CPA advisory staff, the accounting or financial services firm, the Central Bank of Iraq, the Ministry of Finance of Iraq, state-owned banks in Iraq and other agencies or instrumentalities of the Republic of Iraq. ? Be resident in Baghdad until at least August 28, 2004, with some travel possible to Iraq?s creditor nations. The Iraq External Debt Reconciliation Coordinator will be engaged pursuant to a personal services contract administered by the Office of Technical Assistance of the Treasury Department of the United States. Candidates must be U.S. citizens or U.S. resident aliens. SALARY AND BENEFITS: Salaries are negotiated in accordance with program regulations, based on demonstrated salary history and the skills required. The salary range is from $85,000 to $134,000, subject to January 1, 2004, cost of living adjustments (COLA). Overseas benefits are provided as allowed by federal regulations.
