Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for Engine Diagnostic Model (EDM). NASA/MSFC intends to purchase an Engine Diagnostic Model (EDM) from Quality Monitoring & Control, Inc., pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1). Competition is impractical because: (a) Quality Monitoring & Control is the developer of the QMC Program Suite and associated sensor and hardware codes for fault diagnostics. These specific codes are required to support the Engine Diagnostic Model (EDM) efforts and cannot be obtained from other computer codes. (b) Quality Monitoring & Control has substantial experience in creating the specific diagnostics software and technologies to adapt our existing codes to work in the SSME Engineering Environment. The government program office will maximize investment dollars by taking advantage of Quality Monitoring & Control existing development and expertise. (c) Quality Monitoring & Control software is currently under license at NASA/Marshall Space Flight Center (MSFC) for use in physics and numeric modeling as well as in sensor and equipment fault detection with diagnostics. (d) Quality Monitoring & Control has the ability to perform real-time dynamic simulations and incorporates a newly developed property package that includes Rocket Propellant-1 (RP-1), which will be used to support analysis of new rocket engines. (e) Quality Monitoring & Control is currently performing Engine Diagnostic Model (EDM) work at MSFC under a purchase order. It is anticipated that a modification will be awarded within the next 30 days. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on February 12, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
