- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Offer (RFO) for: Item 1) 3 Phase AC Power Supply and Item 2) one set of documentation. The contractor shall furnish one 3 Phase AC Power Supply and documentation in accordance with the following specifications: Item 1: 3 Phase AC Power Supply Input Voltage: 480 VAC 3 Phase Delta, 60Hz Output Power: 90 kVA-3Phase- Sinusoidal Output Voltage Range: 0-305 VAC Line to Neutral, rms (0- 528 VAC Line to Line, rms)3 Phase Output Current: 108 Amps per Phase Output Frequency range: 60Hz- 2000Hz, Sinusoidal Frequency Accuracy: +/- 0.2 % Controls: Input Power: Manual start/stop control; Output Power ON/OFF: Manual start/stop control; Front Panel manual control for Output Voltage Amplitude; Front Panel manual control for Output Frequency; Remote Analog control for Output Voltage Amplitude; Remote ON/Off Output Control Monitors: Front Panel Display of Line-to-Line or Line-to-Neutral Output Voltage meter; Front Panel Display of Output Current meter; Front Panel Display of Output frequency meter Efficiency: 87% or higher at Full Load Input Current Distortion: Less than 5% THD Line Regulation: +/- 0.2% or lower for +/-10% Input Voltage Change Load Regulation: +/- 0.4% or lower for 0 to 100% Load Change Output Voltage Distortion: 0.75% maximum for linear loads Protection: Input Overvoltage shutdown; Input Undervoltage shutdown Overload Current: Current Limit at 150% of rated output current and trip after 10 seconds Transient Response: Adjust to 100% load change in less than 200 msec Isolation: Output shall be electrically isolated from Input Load Imbalance: Maintain Performance with 100% load imbalance Item 2: Documentation The Contractor shall furnish 1 set of instruction/maintenance manuals that, as a minimum, instructs in the safe set-up and operation of Item 1 and its associated software, and the normal preventative maintenance procedures required. The provisions and clauses in the RFO are those in effect through FAC 01-18. This procurement is a total small business set-aside. See Note 1. The NAICS code is 335311 and the small business size standard for this procurement is 750 employees. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research Center is desired by June 30, 2004. Offeror shall state a delivery schedule in their offer. The Government prefers delivery to be FOB Destination. If the offeror requires FOB Origin, they shall add the price of shipping to Item No. 3, entitled ?Shipping (If delivery not FOB Destination)?, to the SF 1449. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by February 6, 2004, 4:30p.m. GRC local time and may be mailed to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), Cage Code, taxpayer identification number (TIN) and other Representations and Certifications (52.212-3), identification of any special commercial terms, description of items offered per 52.212-1 and as modified, and be signed by an authorized company representative. A copy of a published price list, catalog price or computer page printout showing the price for Items 1 and 2 may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides a proposal). Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation. Faxed offers are not acceptable due to the required information of 52.212-1. Selection and award will be made to the lowest priced, technically acceptable offeror in accordance with FAR 52.212-2. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement (see specifications above). It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors shall provide the information required by FAR 52.212-1.
