Description
This is a notice of Intent to award a Sole Source contract for 265 hand held portable radiation monitors designed to be carried and used by individuals working in austere outside environments providing emergency incident response support. This award will be under the authority of FAR 6.302-1 to Canberra Dover, Inc. Canberra Dover, Inc. is the manufacturer of the Mini-Radiac Personal Radiation Monitor Model #MRAD 113. The Mini-Radiac Personal Radiation Monitor Model #MRAD 113 is a commercial item in accordance with FAR Part 12 and is to be purchased under the simplified acquisition test program in FAR Subpart 13.5. The above named vendor is believed to be the only source of the Mini-Radiac Personal Radiation Monitor. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. The personal radiation monitors are required to operate under severe environmental conditions with extreme accuracy, be light weight, shock and vibration resistant, resistant to extreme temperatures, withstand immersion in water up to 3 feet; be sand, dust, and fungus resistant; use small, light weight standard size batteries able to power the device for 150 hours or more; provide multiple audible, visual, and vibration alarm modes in both dose and dose rate user modes, provide a backlit 3? or larger LCD display; and operate in temperature extremes of -59 to +158 degrees Fahrenheit. With an initialization time of five seconds (or less), its operations are not to be adversely affected or damaged by electromagnetic interference (EMI). Its circuits are to be protected against the effects of Electromagnetic Pulse, have a simple push button type user interface capable of being manipulated by users in thick gloves and bulky protective equipment. It is to display dose readings in microR, milliR, and R. It must display dose rate readings in microR/Hr, milliR/Hr, and R/Hr. It must have an extended sleep mode to conserve battery life for extremely long periods and a ?Low Battery? indicator to give at least 10 hours warning (for battery replacement). The unit must be light weight and fit comfortably in a thickly gloved hand; have a comfortable-to-hold rugged metal, drop and shock resistant case, have a measurement and reading accuracy of 15% or better at all times, and must have a self-monitoring mode for maintenance and state of health. It must provide a cumulative dose reading range of 1 microR to 999 R and a dose rate reading range of 1 microR/Hr to 500 R/Hr. Unit reliability and usability history must be dependable and field proven such as those currently used by US military units.
