- Description
- The Natural Resources Conservation Service (NRCS) in Des Moines, Iowa is seeking assistance from private sector individuals, firms and entities to assist clients to develop nutrient management plans in various counties in Iowa. These nutrient management plans are for private individuals and are being developed as one component of the Farm Security and Rural Investment Act of 2002, commonly referred to as the 2002 Farm Bill. The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and support necessary to provide the services as solicited. The period of performance will be from April 1, 2004 to September 1, 2004. It is estimated that each typical nutrient management plan will require approximately three (3) staff days of assistance to complete. This contract will comprise approximately 34 nutrient management plans in Humboldt, Ida, Kossuth, Pocahontas and Sac counties in Iowa. Some plans will include utilization of livestock manure, some will not. Nutrient management plans shall be developed in accordance with all applicable NRCS policy and criteria which can be found at the following websites: NRCS Field Office Technical Guide, http://efotg.nrcs.usda.gov. Emphasis will be placed on utilizing local data and information to implement the ?Considerations? section of the Nutrient Management Standard (590). Nutrient management plan development will require an understanding of agronomy, soil conservation and nutrient management practices, and good communication skills. Some nutrient management plans may be a component of a Comprehensive Nutrient Management Plan for livestock operations. The respondents must now be or must demonstrate the ability to become certified Technical Service Providers (TSP) in the category of ?Nutrient Management ? Organic and Inorganic? within 45 days of contract award. Information about TSP certification is available at http://techreg.usda.gov/.
