- Description
- The U.S. Department of Energy's National Energy Technology Laboratory (NETL) is publishing this Synopsis in accordance with FAR 5.203 (Publicizing Contract Actions), and FAR 13.105 (Simplified Acquisitions). This Synopsis/Solicitation is a sole source purchase to Hart Publications, as a joint-venture sponsorship between Hart Publications, Gas Technology Institute (GTI) and U.S. Department of Energy, National Energy Technology Laboratory. This purchase is for the publication of a quarterly, technical journal entitled GasTIPS. Hart Publications will produce and mail three issues of GasTIPS during calendar year 2004, and fourth issue between December 2004 and February 2005. The cost sharing opportunity with this joint venture between Hart Publications, GTI and the Department of Energy allows the government a substantial cost savings for the publication of GasTIPS. The four issues of GasTIPS will be mailed to the current mailing list of approximately 9,500 individuals and/or companies. Hart Publications will mail each issue to Western hemisphere subscribers free of charge. Hart may charge subscribers for issues mailed to non-Western hemisphere locations. NETL will have the right to provide, on an alternating basis, either three (3) or four (4) technical articles per issue on topics concerning natural gas exploration, production, processing, or related topics. These articles will be of a length comparable to past GasTIPS articles. Hart will provide writing and editing assistance to NETL authors as necessary, and NETL will provide information in a timely fashion. Non-NETL content for each issue of GasTIPS will be provided by other joint sponsors and/or Hart. NETL submissions will be subject to a final review by NETL before printing. An editorial calendar and submission schedule will be determined by mutual agreement of the joint sponsors. The Editors' Commentary column in each issue will be developed jointly by Hart and the joint sponsors. The joint sponsors will approve the column text before publication. Hart will supply to NETL, in PDF format, all articles that appear in each issue, for publication on the NETL website, on or shortly after the publication date of each issue. If NETL desires, Hart will tip in one 4-page (or less) insert into any issue, providing that NETL supplies the insert to Hart's printer in a timely fashion prior to the mailing date. Hart may permit other joint sponsors to provide inserts and/or use the mailing list in ways deemed appropriate by the joint sponsors. Hart will provide to NETL an additional 75 copies of each issue, shipped to a single domestic U.S. location specified by NETL. (This will be the NETL library in Morgantown, WV, unless otherwise directed by NETL.) NETL can obtain additional copies at cost if sufficient notice is given prior to printing.
