Description
The FAA has a requirement to upgrade the Heating, Ventilation and Air Cond., and related electric al systems and Structural modifications; Roofing installation and Elec. system upgrade (Lightning Protection, Grounding and Bonding), at the existing Air Traffic Control Tower and Admin. Base Bldg., at Greater Pittsburgh International Airport, Pittsburgh, Pennsylvania. Construction activities will take place within the existing ATCT facility located outside the Airport Operations Area (AOA). Security background checks shall be required. The HVAC upgrade consists of replacement of the HVAC systems with new systems including but not limiting to distribution of airflow using VAV systems, computer room type units, rooftop package and custom-made units, split type systems, related ductwork, Direct Digital builing Control (DDC) system, piping, electrical work related with new equipment, structural modifications required for the installation of new equipment, new roofing installation, various interior architectural upgrades, and temp. HVAC systems during construction. The elec. sys. upgrade (Lightning Protection, Grrounding and Bonding)consists of removal and replacement of the existing Lightning Protection to meet FAA's latest standards. Modify existing elec. distribution equipment. Installation of branch and feeder circuits. Installation of new fire alarm devices. Upgrade existing grounding system to comply with FAA Standard 019C.Estimated cost of this project is between $2,000,000.00 - $3,000,000.00. This project is open to large business only. THE SIR REQUEST is limited to the first eight (8) company's that request based upon the time and date as it appears on the faxed request. SIR to Maria Gallo at 718 995-5686 (fax). THIS IS A BEST VALUE PROCUREMENT. Evaluation will rely heavily on Past Performance - Provide the following A list of the last 3 prime contract or 3 subcontracts completed during the past 3 years similar in complexity and scope, and a list of 3 prime or sub contracts currently in progress (dates awarded, started and anticipated completion dates).Contracts listed may include those entered into by the Fed. Gov't., state or local agencies, and commercial customers. Include the foll. info. for each completed prime or sub sontract: Name of contracting activity, Detailed contract description, Total contract value, CO name, and tele. no.;Owner's Rep. name and tele. no. and 2 ref's. for each project. TECHNICAL EXPERIENCE - Contractors shall demonstrate the following specialized tech. exp., for each contract provided in each of the foll. areas of conventional bldg. renovation. Mech. sys.,Elec. sys., Structural and Arch. work, Direct Digital Controls (BMS), FAA experience, similar complexity. FINANCIAL CAPABILITY - Firms shall prove that they have sufficient financial resources/rating required to complete a project of this magnitude. The foll. info. shall be provided; Bonding capacity, Insurability, Credit history. This is a Best Value procurement. Technical Experience, Past Performance, Financial Capability evaluation, and cost will be used for the basis of award. This SIR is the first step in qualifying potential offerors for award. Contractors who qualify under the SIR will receive the Request for Offer (2nd SIR). The Gov't. reserves the right to award on initial offers without discussions or to conduct one on one discussions with one or more offerors. The Gov't. is seeking offers that provide the best combination of quality and price in order to select the greatest value or "best buy" offer. Therefore, award may be made to other than the lowest price offered.
