- Description
- The Air Force intends to solicit a Request For Proposal (RFP) for a Firm-Fixed price construction contract for Repair Runway Touchdown Areas, Sustainment of Taxiways A & D, & Repair/Relocation of Threshold Lights, Mor?n Air Base, Spain. The estimated magnitude of the project will be between $5,000,000.00 and $10,000,000.00. The work will include, as a minimum: concrete demolition and excavation, asphalt repair, compaction, installation/relocation of airfield lighting. Estimated work quantities are as follows: RPR Runway Touchdown Areas: 21,100 m3 of plain concrete paving; SUS Taxiways A & D: 11,100 m3 of plain concrete paving; and Repair/Relocation of Threshold Lights: 32 units. The evaluation criteria to be used for this acquisition will be Performance Price Tradeoff (PPT) procedures resulting in the Best Value to the Government. Past performance is considered significantly more important than price. To be considered for this requirement, offerors are required to have extensive knowledge and experience (Current & Past) performing similar airfield and runway construction work. Offerors are also required to have current qualifications and certifications for this type of work to include (a) Group G, Subgroup 2,3,4, Category f, (b) Group C, Subgroup 4, Category b, (c) Group I, Subgroup 5 & 6, Category b. The Government anticipates and reserves the right, to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future project should immediately begin the processes that will be required, by contacting the Delegation of Industry. In order to be awarded a contract by the U.S. Government in excess of $25,000.00, the company must have a Data Universal Numbering System (DUNS) Number. If you do not already have one, it is suggested you contact Dun and Bradstreet at Web sites http://www.dnb.com or http://dbspain.dnb.com Failure to have a DUNS number at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who has a DUNS number. All contractors are advised that they should be registered in the Central Contractor Registry. Registration can be made on line at http://www.ccr.gov NOTE: You must have a DUNS number to register. A Commercial and Government Entity (CAGE) Code is also required. You can obtain a CAGE Code by access the website at http://www.dlis.dla.mil/cage_welcome.asp However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
