- The US Army ARDEC ? Picatinny Arsenal is looking to enter into a Partnership Intermediary Agreement in accordance with 15 USC 3715 and an Other Transaction Agreement under 10 USC 2371 with an entity having a significant presence in New Jersey to assist ARDEC in accelerating dual use technology development in core mission areas to include Nano Technology, Manufacturing Science and Prototyping Technology, Environmental Technology Homeland Defense Technology and Bio-medical Technology. The Partnership Intermediary will attempt to find co-investors in these technologies so that Picatinny need only fund a portion of the needed investment to bring these technologies from an R&D to a manufacturing phase. Additionally, the Partnership Intermediary will be required to identify small businesses and educational institutions that have an interest in licensing Picatinny Intellectual property. The Partnership Intermediary will engage such interested businesses and institutions with a view toward reaching patent license agreements and assisting such businesses and institutions to co-locate at Picatinny in furtherance of the objectives of the Partnership Intermediary Agreement. Picatinny intends to enter into an enhanced use real estate lease with the Partnership Intermediary under 10 USC 2667 in order to enable the Partnership Intermediary to make Picatinny facilities and real estate available to businesses and institutions that support the objectives of the Partnership Intermediary Agreement. Title 15 U.S.C., Section 3715 (Use of Partnership Intermediaries) authorizes the Director of a Federal Laboratory to enter into memoranda of understanding and contracts with State and local governmental agencies and nonprofit entities owned, chartered, funded, or operated by or on behalf of a State or local government to perform partnership intermediary services that increase the likelihood of success in the conduct of cooperative or joint activities with small business firms and educational institutions that need or can make demonstrably productive use of technology-related assistance from a Federal Laboratory. Part of this effort will be for the Partnership Intermediary to coordinate the interests of state economic development authorities, local municipalities, small businesses, institutions of higher education, and the private sector that are specific to technology development at Picatinny that enhances the mission objectives of Picatinny which will ultimately reduce the installation?s operating costs. Accordingly, the Partnership Intermediary must have extensive knowledge of Picatinny?s mission, technologies, facilities, and transformation goals. Responsible and interested sources are asked to submit their qualifications and capabilities associated with accelerating technology development, licensing intellectual property, their knowledge of Picatinny?s mission, technologies, facilities, and transformation goals, and their qualifications to be a Partnership Intermediary under 15 USC 3715.
