- Project Title & Location: San Lorenzo River Contract 3 Construction Project, San Lorenzo River, Santa Cruz, Santa Cruz County, California. Description: The San Lorenzo River Contract 3 construction project involves construction of a 900-foot-long so il nail wall along an eroding section of riverbank in the San Lorenzo River, located in the center of the City of Santa Cruz, California. This wall ranges from 15-25 feet high and will require dewatering of the river at the base of the wall and constructi on area. Soil nails spaced 5-feet-on-center will be drilled 5-30 feet deep into the riverbank and will need to avoid disturbing several sewer lines, waterlines, and gas lines. One of the sewer lines is within one foot of the new wall. The wall will have a hand-sculpted shotcrete finish designed to resemble a natural rock wall face. The wall will also be used to support a 12-foot-wide maintenance road and two City streets (Third Street and Laurel Street Extension). The in-channel construction is limited from 1 May to 31 October, so the wall will need to be constructed within this time in one construction season. In-channel environmental restoration features (crib walls, log vanes, footer logs, root wads, etc.) will also need to be installed prior to 31 October. NAICS Code: The NAICS Code for this project is 237990. The Size Standard for this NAICS Code is $28,500,000.00. This procurement is Unrestricted. All interested parties may submit a proposal. Large businesses competing for this project must c omply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 57.2% for Small Business, 10% for Small Disadvantaged Business, 10% for Women Owned Small Business, 3.0% for HUBZONE Small Business, 3.0% for Service-Disabled Veteran-Owned Small Business. The acquisition method is Request for Proposal (RFP). Both a technical and cost proposal will be required. Evaluation by the Government will result in the selection of a firm that represents the best advantage to the Government.
