Description
This notice is issued by the NASA/JSC to post a REQUEST FOR INFORMATION via the internet, and solicit responses from interested parties. The International Space Station Program Office is seeking information from private firms and research institutions that could support a comprehensive assessment and documentation of organizational behavior within the program office located at the Johnson Space Center in Houston, Texas. The information, gathered via interaction with program office employees and managers during routine business activities, will be used to craft a recommended approach for resolving any issues identified with the communication climate within the program office. The selected provider will be given office space at the Johnson Space Center from which to conduct the research. It is expected that the selected provider will have a strong background in concepts and methods of psychology, sociology, and organization behavioral studies and will have experience in collecting and analyzing behavioral data, drawing conclusions from the data gathered, and using that information to make concrete recommendations to the Sr. management team of the International Space Station program. Interested firms and institutions should send a brief summary of experience and skills in the areas described above. The summary shall not exceed two pages. Additionally, comments on the approach and method of data collection and reporting of findings to the program are also of interest. Also discuss any plans for using data collected for papers or thesis research. Of particular interest is a discussion of currently held contracts or grants in organizational behavior matters; include subject matter, duration, dollar value and awarding entity. Also, information on types of individuals that might be assigned to this effort would be valuable. Note this is not a request for proposal; a formal RFP may be sent out at a later date. NOTE: Because the information gathered in this contract activity will be used as requirements definition for follow-on contracts to be issued at the conclusion of this contract, the successful vendor will NOT be eligible for future contract based on recommendations from this contract. Any information must be submitted no later than 2/13/04 in order to be considered. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Prospective offerors are invited to submit written comments or questions to: Lisa Phillips no later than February 13, 2004. When responding reference 9-BJ4-JKQ-4-001R. Comments may be forwarded to Lisa Phillips via electronic transmission or by facsimile transmission. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
