Description
NASA/LaRC has a requirement for TRAINING IN ORDER TO CERTIFY lARC PILOTS FOR FLYING REMOTELY POWERED VEHICLES. NASA/LaRC intends to purchase the items from BVM JETS AS THE ONLY KNOWN SOURCE THAT CAN MEET AGENCY REQUIREMENTS. BVM JETS PROVIDES THE TRAINING PROGRAM SPECIFICALLY FOR LEARNING THE SKILLS NEEDED TO FLY DYNAMICALLY SCALED MODELS. THE TURBINE TRAINER MODELS ARE SPECIFICALLY MODIFIED BY BVM TO SIMULATE THE CHARACTERISTICS OF FLYING DYNAMICALLY SCALES MODELS. THERE IS NO OTHER KNOWN SOURCE THAT CAN PROVIDE THE TRAINING REQUIRED TO OBTAIN THE NECESSARY EXPERIENCE AND CERTIFICATION THAT THE PROJECT PILOTS NEED IN ORDER TO SUCCESSFULLY COMPLETE THE FLIGHT EXPERIMENTS. IT WOULD TAKE SUBSTANTIAL DUPLICATION OF TIME AND MONEY FOR ANOTHER COMPANY TO OFFER A SIMILAR PRODUCT THAT WOULD MEET THIS REQUIREMENT, AND THESE COSTS ARE NOT EXPECTED TO BE RECOVERED THROUGH COMPETITION. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 2-13-2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
