- Description
- NSWCCD Philadelphia is hereby seeking information on fuel cell technologies for possible application on US Navy submersibles. In particular, NSWCCD Philadelphia is seeking sources of Polymer Electrolyte Membrane (PEM) fuel cell technologies to provide propulsive power for submersibles that have been field demonstrated. NSWCCD Philadelphia requires the PEM fuel cell technology shall have been demonstrated and used aboard a submersible vehicle or vehicles for a total minimum of 500 operational hours and shall meet the following minimal engineering considerations: power output in the range of 30 - 120 kW, power density of not less than 7.25 kW/cubic foot, minimum operational efficiency of 55% at rated load and undergone submersible qualification testing for acoustic, electro magnetic interference (EMI), and shock. In addition, the complete PEM fuel cell unit shall have a maxi mum weight of 1984 lbs (900 kg) and maximum dimensions of: 19? x 20.9? x 69.3? (176 x 53 x 50 cm). The purpose of this announcement is to determine the extent of industry interest and experience in the operation of PEM fuel cell on submersible vehicles. Industry participation would be of value in the area of demonstrating PEM fuel cell electrical propulsion on a Navy submersible through the fabrication and testing of a prototype PEM fuel cell. Companies experienced in PEM fuel cell development and with the stated operational experience on fuel cells systems with the above minimal criteria are encouraged to respond. Responses should provide the pertinent details of the potential offeror?s experience in the design, development, fabrication and experience in the operation of PEM fuel cell systems aboard submersibles so that government personnel can assess the potential offeror?s ability to contribute to the above stated program.
