- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for Administrative Support Services for the U. S. General Accounting Office at its headquarters in the Washington DC metropolitan area. In addition to the information provided in this FedBizOpps, there are several documents that must be obtained by interested offerors to include as part of any proposal submitted and to become eligible for award of the proposed contract. Offerors are requested to email the GAO contact (Harold Miles, Contract Specialist at milesh@gao.gov) listed in this notice to obtain a copy of the additional information. The Government plans to award an Indefinite Delivery/Indefinite Quantity contract established on the basis of firm-fixed fully-loaded rates for labor hour services. Format of Proposals; I. General Scope; II. Price Schedule; III. Price Schedule; IV. Special Contract Clauses; V. Source Selection and Evaluation Criteria; VI. Applicability of Federal Acquisition Regulation Provisions; VII. Procurement Schedule; VIII. Submission of Offerors? Technical Questions; IX. Point of Contact; X. Submission of Offers; and XI. Handcarried Proposals. I. GENERAL SCOPE - This is a Request for Proposals (RFP) OAM-2004-N-022. This combined synopsis/solicitation?s General Requirements is arranged in eleven (XI) parts as follows: Task 1 ? requirements for administrative support for the human capital managers, Task 2 ? requirements for support for two reception desks, Task 3 ? requirements for support for GAO registrar within the Human Capital Office, Task 4 ? requirements for support for the time and attendance reporting functions, and Task 5 ? requirements for administrative support for GAO seasonal programs; II. FORMAT OF PROPOSALS: Proposals must contain: 1) the name, address, and telephone number of the offeror; 2) Representations and Certifications at FAR 52.212-3; 3); separate technical proposal that addresses all SOW technical requirements; 4) separate cost proposal that includes a Price Schedule that provides mandatory fully-loaded rates for all stated labor categories (see III. Price Schedule) and a total estimated amount for each of the five fiscal years and a total estimated amount that includes all five proposed contract fiscal years (also included one censored copy of the cost proposal); and 5) identification of at least 3 references, preferably references that include other government entities, professional services organizations, and/or commercial enterprises providing similar administrative support services and complexity. Offerors must preface their proposals by an Executive Summary that ties in or correlates their technical proposal with the specific SOW criteria contained within this FedBizOpps notice. The proposal must be signed by an official authorized to bind the offeror. Offerors that fail to furnish required representation and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. III. PRICE SCHEDULE: (Note: Price Schedule stating the specific labor categories, number of support staff requirements and number of estimated hours per labor category are NOT included as part of this FedBizOpps/ Solicitation. SPECIAL CONTRACT CLAUSES - (Note: Special Contract Clauses are NOT included as part of this FedBizOpps/Solicitation. To obtain these clauses that will be incorporated as part of the contract requirements, interested firms must provide a request for a copy of this important information by e-mailing the contact person at the e-mail address provided in this document). VI. SOURCE SELECTION AND EVALUATION CRITERIA: FAR 52.212-2, Evaluation--Commercial Items. This is a best value procurement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and will be most advantageous to the government, price and other factors considered. Proposals will be evaluated by applying the following factors: 1) Corporate Experience, Capability and Past Performance, 40 points; 2) Technical Approach and Management ? 35 points; and 3) Key Personnel, 25 points (Note: Source Selection Evaluation Criteria narratives are NOT included as part of this FedBizOpps/Solicitation. For this solicitation, technical quality is more important than cost or price. As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. VII. APPLICABILITY OF FAR PROVISIONS: The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this solicitation and are incorporated by reference. FAR 52.212-1 - Instructions to Offerors ? Commercial Items. Addendum paragraph (h) Multiple Awards ? delete in its entirety, the government plans to award a single contract resulting from this requirement. Offerors must include a completed copy of FAR provision 52.212-3 - Offeror Representations and Certifications-Commercial Items with their offer (a copy of FAR 52.212-3 in full text is available at www.arnet.gov/far). FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. FAR 52-212-4 - Contract Terms and Conditions-Commercial Items, Conditions. Proposals will be evaluated in accordance with FAR Provisions 52.212-2, Evaluation of Commercial Items, price and other technical factors considered. VIII. PROCUREMENT SCHEDULE: Key milestone dates for this procurement are as follows ? combined synopsis/solicitation published - (Date- as published in the FedBizOpps; deadline for questions - (Date- 10 calendar days after solicitation is published in the FedBizOpps); submission of proposals (Date- 20 calendar days after solicitation is published in the FedBizOpps or the very next non-Federal holiday/business day) - Award (Date- 80 days after solicitation is published in the FedBizOpps). IX. SUBMISSION OF OFFEROR?S QUESTIONS Offerors must submit all questions concerning this synopsis/solicitation in writing to Harold Miles (Contract Specialist). GAO must received the questions no later than 5 calendar days after the notice is published. GAO will respond to questions that may effect offers in an amendment to this FedBizOpps notice. X. Technical Proposal and Part 2 ? Cost Proposal (NOTE the offeror must submit one copy of the cost proposal censored omitting all cost figures). XII. HANDCARRIED PROPOSALS ? Hancarried proposals are ONLY accepted from Federal Express (FEDEX). These deliveries are made to either GAO?s mailroom for screening and processing or delivered directly to the office centralized mail stop. GAO cannot guarantee that FEDEX deliveries will reach the addressee prior to the closing of the RFP unless the delivery is FEDEX priority overnight two business days prior to the closing date of the RFP. Offerors must have a receipt which shows that its proposal was mailed for priority overnight delivery at least two business days prior to the closing date of the RFP: All offers shall be clearly marked with the Solicitation Number, offeror?s name, address, point of contact and phone number.
