- Description
- NASA/SSC has a continung requirement for provide a broad range of propulsion test operations and support services to enable NASA, resident agencies and commercial tenants to meet their roles, missions and requirements. NASA/SSC intends to purchase the services from the incumbent contractor, Lockheed Martin Space Operations, Inc. through a series of one-month options covering the period from March 2004 through September 2004. Current contract NAS13-650 will be modified to include these options. Initially, only options for the months of March, April, and May 2004 will be exercised. The authority for other than full and open competition is 10 USC 2304 (c) (1), as stated in FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Award to any other source would result in (1) substantial duplication of cost to the Government that is not expected to be recovered through competition; and (2) unacceptable delays in fulfilling the agency?s requirements (FAR 6.302-1 [a] [2] [iii]). This requirement is being competed through RFP 13SSC-O-02-38, which closed in March 2003. At the time, it was expected that award under the RFP would be completed and the new contract in place by February 2004. However, the Source Selection decision was protested and the GAO sustained the protest. Accordingly, source re-evaluation has not yet concluded. The addition of these seven one-month options are to cover the period of time expected for re-evaluation to conclude. The incumbent contractor is not involved in the protest. Thus, this requirement is for a transitional period only. It is expected that any existing subcontracts would be extended accordingly. It is not expected that the inumbent contractor will award new subcontracts during this transitional period. The Government does not intend to acquire a commercial item using FAR Part 12.
