Description
The U.S. Coast Guard Maintenance and Logistics Command, Pacific intends to contract for the purchase of thirteen (13) cartridge designed turbocharger replacement to ALCO Model 131 currently install on 16 Cylinder 251F ALCO Main Diesel Engine. It is anticipated that the Request for Proposal will be issued on or about 1 Mar 2004. Delivery of the first three (3) turbo chargers will be required NLT 1 Jun 2004 the remaining ten (10) turbochargers will be required NLT 1 Jul 2004. The turbochargers are to be of a cartridge design with plain bearings, lubricated by engine oil. Every replacement unit must be a direct replacement with little or no modifications to the existing engine, engine exhaust manifold, engine turbocharger transition piece and exhaust outlet piping, turbocharger mounting pedestal/bracket, engine jacket water cooling system, engine lubricating oil system, and come fitted with an appropriate silencer and filter. The replacement must be fitted with the option of a compressor water wash system and turbine section dry wash system, which may or may not be part of the outfitting procurements. The optional water wash and dry wash systems must be a standard option of the original model replacement turbocharger, not an after market product or modification of the original to fit the requirements. Any and all modifications to any existing systems, components, wiring, piping, or insulation will be the responsibility of the manufacturer to provided during the initial purchase of every turbocharger unit. For Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital assistance for transportation-related contracts, loans are available under the DOT Short Term Lending Program (STLP) at the prime interest rates to provide accounts receivable financing.
