POLICY ANALYST & AID COORDINATION SPECIALIST For USUN/Geneva , Personal Services Contractor, GS-15 (equiv) Introduction: USAID/PPC/DCO is establishing a senior PSC position in USUN/Geneva to represent the Agency and provide liaison with the UN system in Geneva on issues related to food aid, humanitarian and post-conflict assistance, trade capacity building, and general development issues. The position requires broad development experience, direct and in-depth experience with and knowledge of the UN system, familiarity with USAID, analytical skills relevant to development theory and practice, and experience in post-conflict environments in the field. 1. Specific Duties and Responsibilities: a. General Duties - Represent USAID and PPC Bureau at donor meetings covering a broad range of development issues, participate in the USG inter-agency process to negotiate positions and communiqués, and provide AID/W with reporting and analysis of donor positions on key development issues. - Provide PPC Bureau with analysis and guidance on relations with the UN system and interact with State/IO on developing strategies and policies toward UN development initiatives. b. Trade and Development - On the basis of knowledge of USAID interests and programs and judgments about priorities and importance of issues, monitor, analyze and report on trade capacity building issues and activities of international organizations based in Geneva, particularly the World Trade Organization (WTO), the UN Commission on Trade and Development UNCTAD) and the International Trade Centre (ITC). - Develop strategy and take the initiative to advance USAID interests in trade capacity building and other related development issues within the Mission by coordinating with other US agencies and the US Trade Representative (USTR) in Geneva. Particular attention should be paid to the development of the Integrated Framework (IF) and the activities of the ITC. - Represent the United States, as required, in meetings of international organization in Geneva relating to trade capacity building issues, particularly with respect to the IF and the activities of the ITC. Coordinate with other international donors at the executive level to advance U.S. development and trade objectives, leverage U.S. development assistance resources, and promote the overall efficiency of international trade capacity building efforts. - Provide analysis and make recommendations to senior USAID staff on policy and strategy options for US negotiations with and cooperation with other multilateral and bilateral donors in the area of trade and development. c. Humanitarian Response - Participates in the formulation and application of USG development and humanitarian assistance policy, strategy, and program implementation. - Provides assistance to, and advises high-level US Government officials, US Embassies and Missions, foreign government officials, UN agencies, and private US and international organizations on the policy and management of development issues, procedures and organization, and donor capacities. - Represents the Agency in meetings with executive level representatives from the UN, IO, other donors, and USAID Mission Directors and senior level State Department officials, and senior military officials. - Represents USAID at meetings with the UN, international organizations, and other donors and other conferences sponsored by members of the international community, and provides guidance and advice on USG positions, negotiating strategies, and, in consultation with USAID/W, conducts negotiations with the donor community. - Works with counterparts in other donor organizations at the most senior levels, particularly those represented in the Humanitarian Liaison Working Group, to exchange information, establish meetings on specific donor issues, solicit publications, and collect information on training opportunities; coordinate these activities with relevant USAID officers. - Disseminate relevant USAID/OFDA guidelines and information and act as OFDA's point of contact for International Donor Appeals, and other documentation from the International Committee of the Red Cross and Red Crescent Societies, the International Federation of the Red Cross, and others. Respond to inquiries and be familiar with their operational procedures. - Advise USAID/OFDA staff on issues regarding donations and requests for USG support and information-sharing from private and public interest groups, including those formed on an ad hoc basis during disaster assistance operations. - Serve as a USAID/OFDA representative to meetings and conferences regarding humanitarian issues. - Serves on Disaster Assistance Response Teams (DARTs) and represent USAID in field visits and assessments as appropriate. - Act as a liaison between the Economics Office and the Food for Peace Policy and Technical Division Donor Coordinator on WTO food security issues that would impact humanitarian assistance. -Act as a liaison between WHO and the Food for Peace Policy and Technical Division Donor Coordinator on food security and maternal child health and nutrition issues for emergency, non-emergency and developmental relief activities. - Provide informational updates and analysis as necessary on activities undertaken by WHO, OCHA, UNHCR, and ICRC on food security issues which have a humanitarian focus that will drive policy debates in the USG interagency arena. -Trouble shoot, through TDYs, on US policies related to food security within the UN Agency structure, and provide updates to the Office of Food for Peace on outcomes. d. Education, Training and Experience required for the Position: - Education: University degree from a US institution in International Relations, International Economics, or Development Economics, and Masters Degree or at least two years of graduate work in International Relations or International Economics. - Experience: At least five years with a field office of USAID, Department of State, or Department of Treasury in a development related function. At least five years experience in working directly with UN agencies on development related issues – including trade and development, food aid, and humanitarian assistance. - Language: Native speaker proficiency in English in writing, reading and speaking. A high level of fluency in French and at least one other major European language. - Knowledge: A thorough knowledge of USAID programs, procedures, and policies. Familiarity with the organization, functions, programs and policies of the Geneva-based UN organizations and a general knowledge of the UN development related agencies. Familiarity with the professional literature, programming principles, and current issues in development – especially in the area of humanitarian assistance, trade, and management principles. Familiarity with the development agencies and policies of the major bilateral and multilateral donors. 2. Selection Factors: Knowledge, Skills and Abilities Required by the Position (100 total points): a. Ability to perform a high degree of situational assessment, interpretation, judgment, and timely decision making including but not limited to the following: post-conflict humanitarian assistance needs, opportunities and mechanisms for donor collaboration in humanitarian crises, and analysis of policy issues related to humanitarian assistance. (20 points) b. Ability to develop and maintain contact with high level officials of both bilateral and multilateral donor agencies related to trade and development, humanitarian assistance, and general development policy. (10 Points) c. Ability to conduct negotiations either independently or as part of a USG delegation on issues related to general development policy, trade, humanitarian assistance, food aid, and post-conflict relief – clarifying issues, defending USG interests, achieving consensus, and clarifying objectives. (20 points) d. Ability to make independent judgments about prioritizing issues and objectives, building consensus and coalitions, and recommending USAID positions and strategies. (10 points) e. Ability to work effectively within the USG inter-agency process. (10 points) f. Demonstrate strong interpersonal skills. Must have the ability to function smoothly as a team member, to exercise leade3rship with peers, to supervise staff, and to work effectively in an inter-cultural setting and with non-official organizations such as business and NGOs. (10 points) g. Must have a high degree of professionalism, discretion, and sound judgment in representing USAID and the USG. Skill in oral and written communications to present sensitive recommendations to a higher authority, and external bodies, to obtain compliance with policies from other agencies and non-US partners, and to represent UDSAID diplomatically in a variety of environments.
