- THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A REQUEST FOR PROPOSAL (RFP). The Department of Homeland Security, Customs and Border Protection is seeking sources that are capable of developing a strategic plan for the Office of Field Operations (OFO), Canine Enforcement Program. This strategic plan must provide the direction and framework to successfully carry out the goals established in the DHS, CBP Strategic Plan for FY 2004-2009. The OFO, Canine Enforcement Program Strategic Plan should integrate all the legacy United States Customs Service (formerly of the Department of the Treasury), Animal and Plant Health Inspection Service (APHIS) (formerly of the Department of Agriculture), and Immigration and Naturalization Service (INS)(formerly of the Department of Justice) canine programs at the ports of entry and to unify them with the United States Border Patrol (formerly of the Department of Justice) canine enforcement program to form a unified/seamless Customs and Border Protection (CBP) canine enforcement program with DHS. This plan must establish OFO, canine program goals in a layered defense-in-depth strategy to meet CBP?s primary mission to prevent terrorists and terrorists weapons from entering the United States. In addition, the plan must promote partnerships to permit screening of cargo and people beyond our borders; apprehension of individuals attempting to enter the U.S. illegally; stemming the flow of illegal narcotics and other contraband; protecting our agriculture and economic interests from harmful pests and diseases; and servicing all people, vehicles and cargo entering the U.S. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as the result of the submission of contractor?s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations. Firms who wish to respond to this RFI shall provide a technical proposal/approach and a cost estimate to the Contracting Officer via e-mail at Aaron.H.Ford@dhs.gov. The cost estimate is for budgetary/planning purposes.
