Description
This is NOT a presolicitation notice pursuant to FAR Part 5, but is a Market Survey to identify sources that possess the expertise, capabilities, and experience necessary to meet the Air Force requirements necessary to provide a functional temporary carry-on replacement for the AN/ARN-6 (NSN: 5826-00-625-9201, P/N: 708268) & DFA-730 (NSN: 5826-00-947-5380, P/N: 2087786-7303) Low Frequency (LF) Automatic Direction Finders (ADF) for the C-130 aircraft. The AN/ARN-6 and DFA-730 are airborne navigation systems operating in the frequency range from 190 KHz to 3.5 MHz, which encompasses a non-directional sense antenna, antenna coupler, and quadrantal corrector. This system provides automatic bearing information on the direction of arrival of the RF signal. The operator may aurally monitor navigation signals received while obtaining weather reports or other flight information. Automatic operation of the receiver and associated equipments is obtained in ADF mode of operation with frequency selection (tuning) the only adjustment necessary to obtain bearing indications on the transmitting station. Bearings relate to the aircraft heading or to magnetic north displayed on the systems indicators. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be constructed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. A Draft Requirements Description and a Contractor Capability Survey are attached to this Sources Sought Synopsis. The extent of foreign participation or level of security clearances required to receive a solicitation has been determined to be unclassified. Large and small businesses are encouraged to participate in this survey. Joint ventures or teaming arrangements may be advantageous. Responses to this survey are due prior to close of business, 3 March 2004. If additional information is needed contact Ken Burke at (478) 926-5871.
