- This is a combined synopsis/solicitation for commercial items in accordance with Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation reference number is W9124V-04-T-0005, This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. This is a 100% small business set-aside. The associated NAICS code is 721110 with a size standard of $6M. Offerors must propose a fixed rate for single-occupancy lodging for approximately 25 personnel for approximately 10 months beginning 29 February 2004 through 31 D ecember 2004. The facility must be within a ten-mile radius of 120th Fighter Wing, Montana Air National Guard, Great Falls, Montana and be able to house all personnel within the same facility. Each room must be equipped with the following amenities: Microw ave oven, refrigerator, laundry facilities must be located on the premises, and 24-hour access to quarters. The following utilities must also be included: electricity, water, gas, basic cable TV and free local telephone calls. All offers are subject to a facility inspection prior to contract award. Offerors are encouraged to clearly identify any additional services/amenities offered in addition to the minimum requirements listed above. The Government reserves the right not to award to the lowest price. Award will be by Purchase Order and payment will be made monthly via Electronic Funds Transfer (EFT) so all offerors must be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov/ to be eligible for award. Offerors who are not re gistered in the CCR are ineligible for award. You can register or obtain additional in formation via their web site or call 1-888-227-2423. The following clauses and provisions are incorporated and will remain in full force in any resultant award; FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items is applicable to the solicitation and the fac tors used in the evaluation process for this purchase, technical (amenities, condition of facilities and proximity to the 120th FW/Montana Air National Guard) and past performance, when combined, are approximately equal when compared to price. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications/Commercial Items (June 2003) and FAR 52.219-1 Notice of Total Small Business Set-Aside (June 2003). The FAR clauses and provisions which appl y to this acquisition include, but are not limited to the following: FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Oct 2003) and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items ( Oct 2003) (Deviation). Responses to this Request for Quotation (RFQ) must be received via email, fax, mail, or delivery no later than 3:30 PM Mountain Standard Time on 12 February 2004. Award will be made on or about 19 February 2004. The Government wil l award a contract resulting from this solicitation to a responsible quoter whose quote conforms to this solicitation and is considered most advantageous (best value) to the Government.
