Description
SUBJECT. Professional Services Contract for the evaluation of maintenance dredging at the Mouth of the Columbia River (MCR) on the Columbia River Plume. CONTRACT INFORMATION. The U.S. Army Corps of Engineers (USACE), Portland District, proposes to c ontract for professional services to provide a Study evaluating Maintenance Dredging at the MCR on the Columbia River Plume. This synopsis is intended to result in a Purchase Order for approximately $60-80,000 and a term of six months. This announcement is OPEN TO ALL FIRMS, HOWEVER, the USACE Portland District expects only one public, non-profit corporation, the OGI School of Science and Engineering at the Oregon Health and Science University, to have the existing base modeling necessary to perform the req uired tasks in time and within budget. The estimated award date is February 2004. To be eligible for award a firm must be registered with the Department of Defense (DoD) Central Contractor Registration (CCR) database. Register at the CCR Internet site http ://www.ccr.gov/index.cfm or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. REQUIRED SERVICES. Describe the basic circulation properties active in the area, including salinity, temperature, currents and turbidity. Use an app ropriate model to examine impacts of maintenance dredging on near-surface salinity and currents,i.e., on the water exiting the MCR to form the plume. Bathymetric survey data will be provided to the contractor to define two depth scenarios to be used for th e required analysis. Discuss qualitatively the implications of the data analysis of physical changes on juvenile and adult salmonids exiting the estuary via the MCR. Engage in quality assurance activities and consult with US Army Corps of Engineers personn el in a timely manner regarding progress and results achieved; modify work underway according to feedback obtained. Prepare a final report. SELECTION CRITERIA. Responses must comply with the requirements of this announcement and must be submitted prior to the closing date and time to be considered for selection. Selection criteria for this contract are as follows and are listed in descending order of importance, first by major criteria, then by sub-criteria. Criteria a-g are primary. Criteria h-j are secon dary and will be used only as tiebreakers among otherwise technically equal firms. a. Professional qualifications of personnel to be assigned to the project. Evaluation will consider education, training, registration, licensing or certification, and longev ity of relevant experience. Personnel provided for these services must be professionals with experience in complete engineering step up transformer analysis and design. b. Specialized experience, and technical competence using a two-layer, internal hydrau lic control model to examine impacts of maintenance dredging on near-surface salinity and currents,i.e., on the water exiting the MCR to form the plume. c. Specialized experience, and technical competence relative to qualitatively discussing the implicatio ns of the data analysis of physical changes on juvenile and adult salmonids exiting the estuary via the MCR. d. Specialized experience, and technical competence relative to describing the basic circulation properties active in the MCR area, including salin ity, temperature, currents and turbidity. e. Specialized experience, and technical competence relative to engaging in quality assurance activities and consulting with US Army Corps of Engineers personnel in a timely manner regarding progress and results ac hieved; modify work underway according to feedback obtained. f. Ability to produce a final report by 16 June 2004. g. Past performance on contracts with USACE, Government agencies and private industry with respect to cost control, quality of work, and comp liance with performance schedules. h. Quality Assurance: (1) Description of quality control processes used by the firm. (2) Description of management approac h firm would use on contract if successful offeror. i. Specialized experience, and technical competence relative to writing, formatting and submitting highly technical USACE Reports. j. General geographic proximity of firm with regard to the Portland Distr ict when compared to the proximity of other submitters. SUBMISSION REQUIREMENTS. Firms having the capability to perform this work must submit an e-mail Letter of Interest outlining the firm's ability to meet the criteria stated above to David.A.Ebner@nwp01 .usace.army.mil not later than the close of business (4:00 p.m. PDT) 13 February 2004.
