- NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of Work: Construction of new pavement installation, pavement repair or pavement replacement. Work will be performed primarily at Fort Bragg, North Carolina. Work also will be included for Federal Pr ojects within the geographic boundaries of the U.S. Army Corps of Engineers, South Atlantic Division. The task orders issued under this contract will be Firm-Fixed Price Construction(FFP-D). Task orders are anticipated to be within a price range of $25,00 0 to $750,000. The contract shall be a base and two option period not to exceed one year each. The total contract including the base period and options shall not exceed $13.5 million. The project will be solicited and procured using a Past Performance, Price, Tradeoff (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. The technical pr oposal will be evaluated utilizing the factors set forth below. Factor 1: Past Performance, Factor 2: Construction Relevant Specialized Experience. Offerors shall be evaluated on Pavement SABRE(Simplified Acquisition Of Base Engineering Requirements), JOC(Job Order Contract), and IDC(Indefinite Delivery Contracts) or other pavement type contracts successfully completed or substantially completed in the last three years with the majority of the contracts performed falling within the range of $2,000,000 to $8,000,000. Proposals shall include sufficient detailed information to allow complete evaluation. Pricing will not be scored. Price proposals will be a coefficient, which is numerical percentage factor that represents the Offerors indirect costs and profits not included in the unit prices. For the work to be performed, the coefficient will be applied to the unit prices of the current edition of the R.S. Means Construction Cost Data. .Offerors are reminded that while the Government may elect to consid er data obtained from other sources, the burden of proof of acceptability rests with the offeror. Estimated Cost Range is from $10,000,000 to $15,000,000. This solicitation will be issued in electronic format only and will also be available on or about Fe bruary 18, 2004 on the internet at https://ebs.sas.usace.army.mil/ This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656).
