- GSA/FTS, Rocky Mountain /Region 8 combined synopsis/solicitation, this is a Request for Quotation (RFQ), proposal MUST be valid for 30 calendar days after submission. The Task Order will be based on a one base year and two option 6-month periods, please price out each Period of Performance separately. This announcement constitutes the only solicitation for which quotations for this requirement is being requested. This is prepared in accordance with Subpart 8.4- Federal Supply Schedules, supplemented with additional information in this notice. This solicitation is issued pursuant to Defense Federal Acquisition Regulation Supplement (DFARS) to implement Section 803 of the National Defense Authorization Act for Fiscal Year 2002. (See 67 Fed. Reg. 65505 Oct. 25, 2002). Whereas it states; ?For FSS contracts, DOD contracting officers (and non-DOD agencies placing orders on behalf of DOD) must provide fair notice of the agency's intent to make the purchase, including a description of the work to be performed and the basis for award, to as many schedule contractors as possible, consistent with market research appropriate to the circumstances.? SELECTION CRITIERIA: Technical Expertise, Past Performance and Project Plan/Technical Approach (Reference Section 15.0 of the SOW). Your contract number MUST be provided. Please prepare your technical and cost proposal for this effort in accordance with the rate structure and other terms and conditions of your contract under GSA Federal Supply Schedule. The cost proposal must provide cost for each task separately. NOTE: Cost Proposals must include costing options for the level of effort to be performed either On-Site or Off-Site. If Other Direct Costs (ODCs) are anticipated, please segregate estimated cost elements and identify the burden rates against each element of cost. Your proposal should also contain any exceptions and/or assumptions that you may have regarding the requirements. This requirement is in support of the AFSPC SPACE ANALYSIS DIVISION/ THUNDER/STORM requirements of the USAF HQ AFSPC/XPY. YOU MUST SUBMIT A REQUEST VIA E-MAIL TO Marc C. Guisinger, at marc.guisinger@gsa.gov IN ORDER TO OBTAIN A COPY OF THE STATEMENT OF WORK. ALL PROPOSALS MUST BE SUBMITTED VIA E-MAIL TO Marc C. Guisinger, NO LATER THAN 02/12/2004. All questions, comments and/or concerns MUST be submitted via e-mail as well, verbal inquiries will NOT be addressed. Technical Proposals MUST be submitted in a MS Word compatible application/format, and all Cost Proposals MUST be submitted in an MS Excel compatible application/format. Award will be made through IT Solutions System (ITSS), GSA's Web based application (http://it-solutions.gsa.gov) therefore Industry Partners submitting proposals MUST be registered in ITSS.
