THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. *****This solicitation, FY5866-04-Q-0006, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19 and DFARS Change Notice 20040113. The associated NAICS code is 423850.**** IN THE INSTANCE WHERE A BRAND NAME OR MODEL NUMBER IS USED ? IT IS PROVIDED FOR BRAND NAME OR EQUAL CONSIDERATION. ALL EQUIPMENT MUST BE NFPA EQUIVALENT, OR RATED FOR FIRE SERVICE USE. The Coalition Provisional Authority (CPA), Baghdad, Iraq has a requirement for 13,120 Each (763-Small; 6657-Medium; 5400 Large; 300-XLarge) FIRE PROTECTION TURNOUT SUIT - (Color ? Black) with tabbed long wristlets and sealing stirrups to seal the moisture barrier against the leg and arm and prevent debris movement up the leg/arm, a sewn-in moisture barrier, zipper closure covered by a Velcro? Certified for fire fighting, USAR, EMS, and liquid splash applications. 13,120 Each FIRE FIGHTING FLASH HOOD - Nomex full face & chest hood. Ventilated PBI mesh panel with double layer head, neck and 3.5" drape provides the required amount of interface overlap at the chest, back and shoulders. 16.4 oz 2-layer nomex knit. 13,120 Each (500-White; 2600-Red; 10020-Yellow) STRUCTURAL FIRE FIGHTING HELMET ? composite or Kevlar reinforced helmet shell, eight-point suspension, wide interior, and a low center-of-gravity Four-way adjustable headband ensures that single helmet can fit head sizes from under 6 to over 9. Nomex chinstrap features postman's slide and quick release buckle for rapid adjustment. One-handed, "easy-use" 4 in. wide faceshield face shield that stays in place in any position. 13,120 Each FIRE FIGHTING BOOTS (13-Size 38; 52-Size 39; 394-Size 40; 918-Size 41; 3280-Size 42; 4592-Size 43; 2230-Size 44; 1443-Size 45; 131-Size 46; 52-Size 47; 13-Size 48)- Rubber firefighter's boots that meet NFPA standards for structural firefighting. 16 in. high (40.5cm) pull-on style with pull-on loops. Kevlar/nomex lining, padded shin protector, extra heel reinforcement, wide angle lug outsole. 13,120 Each STRUCTURAL FIRE FIGHTING GLOVES (656-Small; 7904-Medium; 3904-Large; 656-XLarge) - Structural firefighting gloves with in knit wrist style. Wrist protection of Nomex knitwrists and maximum dexterity. Gloves should be made of self extinguishing fabric (SEF) knit lining; Nomex 24/4 thread stitching; and a breathable, heat-resistant CrossTech moisture barrier insert. "Wick-Guard" to prevent wicking in wrist interface area, resistant to numerous fire ground chemical exposures; and provides blood borne pathogen protection. 2328 Each PERSONAL ALERT SAFETY SYSTEMS (PASS) WITH ACCOUNTABILITY STORAGE KEY - Accountability Storage Key when removed will turn the PASS on, PASS will have a pre-alarm, alarm modes, and manual reset, clear Identification Window provides accountability of all firefighters opportunity to specifically identify the user through the ability to personalize the keys with photos, names, numbers, department ID, bar-codes, etc. The clear access window easily snaps into place to protect the enclosed information and provide instant access for rapid identification with replacement keys. Electronic copies of the SF1449, Schedule, and Terms and Conditions are available at www.cpa-iraq.org The Contracting Officer will evaluate quotes on the basis of information furnished by the offer or offeror identified in the offer and reasonably available to the Contracting Officer. In accordance with Federal Acquisition Regulation 52.216-1 Type of Contract, the Government anticipates award of an Indefinite Delivery contract. This IDIQ contract is a one year contract. The total contract minimum is $3 Million and the contract maximum is $25 Million. The following provisions and clauses apply to this acquisition/solicitation: FAR 52.212-1 Instructions to Offerors - Commercial Items (OCT 2000); FAR 52.212-2 Evaluation ? Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) schedule ,(iii) price. Technical and schedule are equal, and when combined, are more important than price. In accordance with Federal Acquisition Regulation 52.212-2 Evaluation of Commercial Items, offerors should submit with their quotation: (1) Price proposal which shows each proposed unit price for each item and total price for all items; (2) supporting information for proposed items that demonstrates they understand what the government requires and a basis for comparison for brand name or equal, where applicable. (3) Contractor?s Duns and Bradstreet (DUNS) number; (4) Contractor?s Cage Code; and (5) an affirmation that it has an active registration on the Central Contractor Registration (CCR), which is at the website www.ccr.gov. FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAY 2002), and Alternate I (APR 2002); FAR 52.212-4 Contract Terms and Conditions - Commercial Items (FEB 2002); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of or Executive Orders - Commercial Items (MAY 2002) applies to this acquisition. These additional provisions and clauses apply, FAR 52.232-18 Availability of Funds; FAR 52.216-18 Ordering; FAR 52.216-19 Order Limitations; FAR 52.216-22 Indefinite Quantity; and FAR 52.216-27 Single or Multiple Awards.
