- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A quote is being requested and a written solicitation will not be issued. Solicitation number F73COM22130500 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This acquisition is unrestricted and is under North American Industry Classification System Code 513322. The contractor should provide digital and analog service plans for 145 existing Cellular Telephones at Altus Air Force Base. The existing phones are TDMA 800/1900 Dual mode Nokia 2160,and 5100 series. The cellular service shall be compatible with these phones. Each plan shall have voice mail and caller ID. Local calling areas shall include Altus, Lawton, and Oklahoma City, OK and Wichita Falls, TX. The contractor should be in the local area (150 mile radius from Altus AFB OK) or as a minimum be able to respond to problems within 24 hours and assist in a timely manner. If for any reason there is going to be an interruption in service the Land Mobile Radio (LMR) office at Altus AFB will be contacted 24 hours prior to cut off. Contractor shall submit their pricing on the attached Pricing Schedule, which is available for download. Include pricing for additional airtime and roaming charges per group. The contractor shall meet the requirements of the Statement of Work, which is available for download. Period of performance is for a basic plus 4 option years. The basic year performance period is 8 Dec 2002 through 7 Dec 2003. Contractor shall be able to accomplish any requirements to enable continued service as of 8 Dec 02. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR clause 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000). It is incorporated by reference and applies to this acquisition. It is amended to read: Submit signed and dated offer to 97 CONS/LGCA, 303 J Avenue, Bldg 302, Altus AFB OK 73523 at or before 1630 (4:30 pm) CST, 21 Nov 02. Submit signed and dated quotations on company letter head or quotation form. Quotations may be faxed to (580) 481-5138. Offers on this acquisition shall be evaluated on the basis of price factors only. FAR Clause 52.212-2 Evaluation ? Commercial Items (Jan 1999), FAR 52.212-2 (a) is amended to read: (i) price. The government reserves the right to make award on the initial quote without discussions. Each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Item (July 2002) with the quotation. If a copy of the provisions are needed, please request one from the point of contact, and a copy will be faxed. FAR clause 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items, is incorporated by reference and applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contractor Registration (Nov 2001). FAR 52.212-4(c) is tailored as follows: (c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes (such as paying office, appropriation data, etc), which may be changed unilaterally by the Government. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002) DEVIATION applies to this acquisition and is incorporated by reference. A Firm-Fixed Price purchase order will be issued in writing. No telephonic responses will be processed.
