Description
It is the intent of the National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to procure Professional Ethics Support service for the NIDDK Ethics Program, from Frances E. Plyler, Ph.D., 8037 W. Hilton Ave., Phoeniz, AZ 85043-7423. The specific tasks include: 1) Review of NIDDK Ethics Program: Conduct an initial review of the NIDDK ethics program to determine compliance with applicable conflict of interest statutes and regulations, and recommend revisions to enhance the program. Recommend needed policies and procedures to inform and educate NIDDK staff about program requirements, and draft those stipulated by the project officer. 2) Financial Disclosure: Will provide assistance in identifying filers, potential problem areas, seek additional information to resolve conflicts, and make recommendations to the Deputy Ethics Counselor and Ethics Coordinator. 3) Ethics Training/Education: Provide both written and in-person ethics training. In addition, contractor may be asked to identify other methods to educate NIDDK employees regarding Government ethics and the requirements. 4) Advice/Advisory Opinions/Other Documents: Provide draft responses for the Deputy Ethics Counselor when written or verbal advice or advisory opinions are required. Draft waivers and authorizations as needed. 5) Other Activities: It is expected that as the NIDDK Ethics Program is reviewed and needs identified, other activities will be identified to benefit the NIDDK employees. The Contractor may be asked to participate in some or all of these unnamed activities. Due to the requirements, the Contractor must possess extensive knowledge and experience in government ethics, experience in building and maintaining an ethics program, experience in working with employees at all levels, experience in interpreting complex government ethics statutes and regulations into understandable lay language, experience in providing written and in-person ethics training, and extensive experience in identifying needed polices and procedures and writing them in plain English. Dr. Frances Plyler has over 10 years experience in Government ethics, including serving as the NIH Ethics Program Manager. Because of her experience in Government ethics, tracking systems, management and writing and implementing various forms of training, policies and procedures, Dr. Plyler is uniquely qualified to provide the varied products and services needed by NIDDK. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received before the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the request for Quotation (RFQ) NIH-NIDDK-04-174 will be available fifteen (15) days after the publication date of this synopsis. The anticipated award date is March 5, 2004. Request for copies of the RFQ must be in writing and may be FAXED to 301-480-4226. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases 6707 Democracy Blvd., Room 774C, Bethesda, Maryland 20817 Attention: Patricia Haun. FAXED quotations must contain offerors names, address, telephone number and fax number. FAX quotations will only be accepted if dated and signed by an authorized company representative.
