- The Air Force Research Laboratory, Rome Research Site (AFRL Rome) is seeking capable sources to perform research and development in the area of Information Warfare Technology Application. Anticipated deliverables include software/hardware and technical documentation. A Cost-Plus-Fixed-Fee, Indefinite Quantity/Indefinite Delivery (IDIQ) type contract with a period of performance of 48 months is anticipated. Responses to this sources sought are requested from Small Businesses and will be used for market research purposes and a possible set-aside determination. Should the determination be made to restrict this as a small business set-aside, another notice will be posted reflecting such. The North American Industry Classification System (NAICS) code for this acquisition is 541710 and the size standard for small business is 500 employees. Large businesses are encouraged to submit emails of intent to Doug Rosenthal, rosenthald@rl.af.mil, should this effort not be selected as a set-aside. The Air Force Research Laboratory, Rome Research Site (AFRL Rome) is seeking sources for research and development in multiple technology areas. This work will be comprised of network security management, near real time intrusion protection, detection and response, data visualization, data correlation, dynamic virtual private networks, active response methods and other technologies working together within an integrated security network environment. The effort will include: participating in planning and conducting the infusion and integration of hardware, software, equipment, and instrumentation into technology experiments, demonstrations, and evaluation programs and field exercises; design and develop hardware, equipment, instrumentation and measurement procedures; maintain, modify, upgrade, and operate equipment, hardware, instrumentation, and LANs/WANs; develop test plan documentation; analyze, evaluate, and document technical data; provide software development, maintenance, and upgrades; provide technical project planning and coordination; prepare and present formal and informal briefings; attend technical meetings for the purpose of providing technical expertise. Primary work shall be accomplished at the RRS. Contractors will need to provide personnel to work at this Test Bed on a daily basis. The Defensive Information Warfare Laboratory (DIW Lab) serves principally as a software development, integration, demonstration, test, and evaluation facility for advanced IWTA systems. An information assurance consistent operational picture for coalition operations will be a prime focus of this effort and the initial task. It will be developed and integrated at various locations throughout the US and abroad. Each system will be required to interface and integrate with existing, site-unique sensor systems and operate homogeneously at the network node and in conjunction with the entire network. The result will be a dynamic, integrated information assurance nework architecture supporting early warning, real time detection and active response for a Coalition Information Assurance Consistent Operational Picture (C-IA COP) capability. Some overseas travel may be required once or twice per year. Each trip could be up to a month. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors will be required at a later date to provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. Foreign participation is excluded at the prime contractor level. Responses to this announcement should indicate whether the respondent is a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). As discussed at FAR 19.502-2(b)(1) and (2), in making R&D small business set-asides, there must be a reasonable expectation that offers will be obtained from at least two responsible small business concerns and also a reasonable expectation of obtaining the best scientific and technological sources consistent with the demands of the proposed acquisition for the best mix of cost, performances, and schedules. The same considerations would apply to any HBCU/MI set-aside. Therefore, respondents should provide a statement of capabilities and information demonstrating management and technical experience on similar acquisitions and resources necessary to successfully compete for this award. Respondents must include the following information with their statement of capabilities: (1) Does your company intend to submit a proposal in response to the upcoming solicitation as a prime contractor? (2) How many people does your company employ? (3) What experience (types and duration) do your employees have that you consider being relative to this effort (Include Resumes of Key Personnel)? (4) Will you need to hire additional personnel to perform this effort? (5) Is your company's accounting system approved by DCAA or DCMC? If not, how would your company financially administer a cost-type contract? (6) This effort requires personnel to have a clearance at the TOP SECRET level. Can you meet this requirement? (7) Are there any other factors concerning your company's ability to perform the upcoming effort that the Air Force should consider? (8) All respondents shall include their assigned commercial and government entity code. (9) Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. (10) Provide information on at least three (3) contracts for similar work within the past five (5) years. Include complete references, contract titles, dollar values, points of contact and telephone numbers. The Government will evaluate relevant experience information based on (1) information provided by the Offeror, (2) information obtained from the references provided by the respondent, and/or (3) data independently obtained from other Government and commercial sources. This information will assist the Air Force in making a set-aside decision. The availability of very experienced technical personnel in the identified technology areas and support functions is essential to ensure timely, cost effective (fair & reasonable), and successful completion of this R& D effort. Small Businesses must demonstrate capabilities in the described areas of interest in response to this notice as well as their ability to manage a multi-year contract of this broad scope and magnitude.
