Description
Advisory and Assistance Services (A&AS) sources are sought in the area of conventional weapon mission and campaign level analyses for the MACE Program. Respondents must provide technical capabilities to support lethality, vulnerability, and military worth analysis and assessment support for existing and notional weapon systems using recognized modeling tools. Potential sources should describe the modeling tools they use and their experience with the tools. Sources must have access to classified information up to the Secret level and documented experience in the theoretical and analytical aspects of conventional munitions lethality and military worth analysis. Specific focus areas for this effort include: fixed target analysis, mobile target analysis, and campaign level (military worth) analysis. Fixed and mobile target analysis involves analysis of weapons against fixed structures and ground and airborne mobile targets to include physical resilience of the weapon and its effect on both the functional and physical operation of the target. Campaign level analysis involves preparation and execution of conflict scenarios to measure the value of notional weapon systems or improvements to assist in research or acquisition planning. These focus areas may be awarded as separate contracts or combined into a single contract for award. Firms will be evaluated on their experience, personnel, and facilities. Responses to this synopsis must be received within 15 days from date of publication. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. Firms responding to this synopsis should state whether they are or are not a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2, respectively for NAICS code 54171. The Air Force reserves the right to consider a small business set-aside based on responses hereto.
