- This announcement is to notify all interested parties that Space and Missile Systems Center (SMC) Detachment 12, Rocket Systems Launch Program (RSLP) anticipates releasing a competitive solicitation, FA8818-04-R-0002, on or about 19 February 2004. RSLP anticipates award of multiple Indefinite Delivery Indefinite Quantity (IDIQ) Spaceports 2 contracts to provide Commercial Spaceport facilities and services for RSLP missions. This effort will be a competitive source selection. The evaluation will be based on the results provided in response to a sample mission to prove mission capability. Evaluation will also cover past performance, proposal risk as well as price. The qualifying contractors that are awarded the basic will also be awarded a study task order (Task Order 1 of the basic) to fulfill minimum requirements. The study will be a report of capabilities to support a six-month launch mission and the possibility of launching a Peacekeeper-based vehicle. In addition, the technical requirements document for the Cosmic launch (Task Order 2 of the basic) will be awarded along with the basic contract to one of the awarded contractors. Due to its orbit, Cosmic will be competed by West Coast Spaceports only. In the event of any conflict between the final solicitation and the information in this announcement or any posted documents, the final solicitation, as amended, takes precedence. To be eligible to receive an award resulting from this solicitation the contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. In order to register, apply through the internet at http://www.ccr.gov. A DUNS (Dun and Bradstreet) number is required in order to register. Verification of CCR registration and TAX ID number must accompany your proposal. An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors. When an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition, the Ombudsman will communicate certain offeror issues, disagreements and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concerns on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror.
