Description
TSP Sources Sought Notice 09 January 2004 Requester: US Army Communications-Electronics Command, CECOM Contact: Synopsis: The US Army CECOM, in support of Research, Development and Engineering Command (RDECOM) and the Project Manager for Signals Warfare (PM SW), plans to issue a Draft Request For Proposal (RFP) for the Tactical Signals Intelligence (SIGINT) Payload (TSP). The Draft RFP is expected to be ready for release on or about 16 January 2004. RDECOM and PM SW plan to host a classified Industry Day on 26 January 2004 at the McAfee Center, Building 600, Ft. Monmouth, NJ. Industry Day will start at 0830 hours. A seven-day time period subsequent to the issuance of the Draft RFP will be allowed for respondents to submit comments and questions regarding the content of the Draft RFP to the point of contact (POC) herein. Comments and questions must be submitted by COB 28 January 2004. The final RFP is expected to be released on or about 23 February 2003. The draft RFP defines the effort required for the design, development, fabrication, integration, testing, and delivery of TSP. TSP will be a Unit of Action (UA) level collection system. The platform for the TSP will be the Future Combat Systems (FCS) Clas s III/IV Unmanned Aerial Vehicle (UAV). The primary TSP mission is to electronically map radio frequency (RF) emitters that operate within the high frequency (HF) to super high frequency (SHF) ranges on the battlefield. TSP will include intercept, direct ion finding (DF), and geo-location capability. The TSP collection subsystem, mounted on the FCS UAV, will be remotely tasked and controlled from the Distributed Common Ground System ?????? Army (DCGS-A). The payload (including antennas and cables) is to conform to the space, weight and power (SWAP) constraints of the FCS Class III/IV UAV. The final RFP will be for a full and open competition for the System Design and Development Phase for TSP Program. Firms interested in submitting comments and questions regarding the content of the Draft RFP may send correspondence to the POC herein. Proprietary information submitted in response to the Draft RFP will be protected when clearly identified as proprietary. Response to the Draft RFP should be received no later than seven days subsequent to the release of the Draft RFP. The draft RFP will be issued on the Interactive Business Opportunity Page (IBOP), https://abop.monmouth.army.mil. No hard copies or copies via email will be available. Responses shall also be submitted via the IBOP. In order to use the IBOP a vendor must r egister by completing the following steps: 1) At the IBOP homepage select 'New User Registration' under the User Services; 2) click on the Industry Button; 3) Select either the Browse button or the Browse & Post button. (If you plan on responding to any fu ture solicitations, it is best to select Browse & Post Button, otherwise you will have to register again. A CAGE Code and Duns Number are required); 4) Complete all the required information and then click on the 'Submit Request' button. Once Registered: 1) At the IBOP homepage select 'CECOM Comm.-Elec. Comm.-Active' from the Army Solicitations, View By Army Contracting Activity drop down menu and click 'go'; 2) Enter your User Name and Password and click 'OK'; 3) Click on 'All Business Opportunities by Cont racting Officer' and then click on the folder ICON to the left of 'TBD- add name of KO'; 4) Click on the folder ICON to the left of DAABxx-xx-R-xxxx; 5) Once the draft RFP is posted it will be at the line entitled 'Messages & Documents; TSP SDD Draft RFP'. Click on that title and proceed to the bottom of the page. The Draft RFP will be posted as an attachment. It is also recommended that each offeror join the solicitation specific mailing list under the RFP number W15P7T-xx-R-xxxx. Once registered on the solicitation specific mailing list a vendor will receive email notification of any updates relating to the RFP. Release of this Draft RFP will be for planning purposes only and is not to be construed as a commitme nt by the government to procure any items /services, or for the government to pay for any information received. Industry Day Instructions: The TSP Industry Day will be held at the SCI (SI/TK) level. Due to space restrictions, attendance is limited to two (2) participants from each company. Attendance at Industry Day will be restricted to individuals with a current SCI clearance on file at t he Intelligence and Information Warfare Directorate (I2WD), Ft. Monmouth. 1) All attendees must register for Industry Day by sending an email to Ms. Valerie Pendrick at valerie.a.pendrick@us.army.mil with the following information: Name of attendees, company, phone numbers, email addresses 2) Clearances must be passed through the company's servicing SSO to the Fort Monmouth SSO, Mr. George Kennedy, with a request to pass to I2WD.
